UN Secretary-General António Guterres has stated that, as a result of the war waged by the Russian Federation, civilians are being killed not only in Ukraine but also in Russia.
He made this statement during a session of the UN General Assembly, according to Censor.NET.

"Russia's full-scale invasion has subjected a sovereign country to a brutal war, in flagrant violation of the Charter (of the United Nations – Ed.). Civilians continue to lose their lives far from the front line – mostly in Ukraine, but also, more recently, in certain parts of Russia."
"Residential buildings, energy and water supply systems, as well as transport, are coming under repeated attack, which is jeopardising food and energy supplies and supply chains around the world," he emphasised.
According to Guterres, the UN Security Council should be reformed so that it "reflects today’s world with the legitimacy and effectiveness required by modern challenges".
"The Security Council was established after the Second World War, but the world has changed dramatically since then," he added.
