U.S. President’s Special Representative Steve Witkoff and Donald Trump’s son-in-law Jared Kushner may visit Moscow in late October for talks with Russian dictator Vladimir Putin on ending the war in Ukraine. At the same time, Washington is trying to come up with new proposals to break the diplomatic deadlock.

On Friday, October 9, talks between Witkoff and Kushner with Ukrainian and European delegations are scheduled to take place in Miami. The parties plan to discuss new ideas and proposals that could help move the negotiation process forward toward ending the Russian-Ukrainian war.
The day before, U.S. officials met with U.S. President Trump to present him with Washington’s latest proposal and get his assessment ahead of the talks in Miami. The meetings are expected to last two days.
According to Axios, the topics up for discussion include security guarantees for Ukraine, a plan for its postwar economic development, and other aspects of resolving the war.
The U.S. wants to secure a partial cease-fire
One of the goals of U.S. diplomatic efforts is to achieve a partial ceasefire that would involve a halt to attacks on energy infrastructure and facilities related to the grain sector.
According to the publication, Ukraine has stated its willingness to consider such a step, while Russia has not yet shown sufficient interest in this initiative.
The American news outlet Axios explained that the approach of winter is heightening the need to find a diplomatic solution.
"They're all worried about the coming winter. It will be a harsh winter if the war doesn't end. That's why the U.S. is trying to mediate between the parties in order to work out a unified proposal," said the publication's source.
What Might Persuade Putin to Agree to a Ceasefire
As Axios notes, the Trump administration is seeking to achieve a diplomatic breakthrough before the U.S. midterm elections and the onset of a harsh winter in Ukraine.
At the same time, skepticism persists in Kyiv regarding the prospects for the negotiations. According to a Ukrainian official, Moscow’s position may be influenced by the approaching U.S. midterm elections and Russia’s interest in having the sanctions lifted.
