Cost of works quadrupled during construction of fortifications in Mykolaiv region: abuse amounting to 61 million hryvnias uncovered. PHOTOS

The director of a contractor firm and an official from the Infrastructure Restoration and Development Service in the Mykolaiv region have been notified that they are under suspicion of misconduct during the construction of fortifications.

This was reported by the Office of the Prosecutor General, as relayed by Censor.NET.

What is known

During the construction of protective structures for a critical infrastructure facility, the cost of certain works was inflated fourfold, resulting in losses to the state of over 61 million hryvnias.

It has been established that the company carried out work on the construction of fortifications and the installation of protective equipment at a critical infrastructure facility.

Between March 2024 and August 2025, the company’s director entered knowingly false information regarding the cost of the work into the acceptance certificates for completed works. In particular, the cost of waterproofing works was inflated fourfold.

At the same time, an official from the Infrastructure Restoration and Development Service in the Mykolaiv region, whilst failing to perform his official duties properly, signed the relevant certificates.

On the basis of these documents, the company was unjustifiably paid over 61 million hryvnias in budget funds intended for the protection of critical infrastructure under martial law.

Notification of suspicion

  • The director of the enterprise has been notified of suspicion of misappropriating budget funds on an especially large scale under martial law and of official forgery (Part 5 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine).
  • An official from the Infrastructure Restoration and Development Service has been charged with official negligence resulting in serious consequences for the public interest (Article 367(2) of the Criminal Code of Ukraine).

The issue of imposing precautionary measures on the suspects and suspending the official from her post is currently being decided.
