SSU and National Police block 4 more "schemes for draft evaders" in various regions of Ukraine. PHOTOS

The Security Service of Ukraine and the National Police have dismantled four new schemes to evade mobilization in various regions of Ukraine.

Eight organizers of the schemes have so far been detained. For fees of up to US$15,000, they helped persons liable for military service avoid conscription through forged documents or illegal transfers abroad.

In the Zaporizhzhia region, SSU counterintelligence exposed three officials from a department of the Zaporizhzhia City Council and the principals of a school and a lyceum who fictitiously employed draft evaders as "teachers" at their educational institutions.

Investigators established that the fake teachers received not only "mobilization deferments" but also salaries totaling over UAH 800,000, which they handed over to their "employers."

In the Poltava region, the head of the neurology department at a local hospital was served with a notice of suspicion for selling persons liable for military service forged medical reports indicating serious illnesses.

Her clients subsequently used the fake diagnoses to obtain disability status and have themselves removed from the military register.

In Kryvyi Rih, a man was detained for attempting to smuggle potential conscripts into the European Union while bypassing border checkpoints. The "route" ran from the Donetsk region through the Dnipropetrovsk region and then toward the border area of the Ivano-Frankivsk region.

To transport clients from the frontline region to the Prykarpattia region, the suspect used his own car and a forged membership ID for a "public anti-corruption committee."

Using the fake document, the perpetrator hoped to pass unhindered through checkpoints on roads in various regions of Ukraine.

In the Kirovohrad region, the head of the surgery department at a district hospital was exposed for promising, in exchange for money, to help a person liable for military service obtain a diagnosis that would allow him to be excluded from the military register.

The suspect also planned to use personal connections to influence members of the expert team during a reassessment of his client’s health.

The detainees have now been served with notices of suspicion under several articles of the Criminal Code of Ukraine, according to the offenses committed:

  • Aiding and abetting the obstruction of the lawful activities of the Armed Forces of Ukraine and other military formations during a special period, committed by a group of persons acting in prior conspiracy;
  • Aiding and abetting the misappropriation of property through abuse of office, committed on a large scale under martial law;
  • Illegally transporting persons across Ukraine’s state border, committed by a group of persons acting in prior conspiracy or for financial gain;
  • Forgery of documents, seals, stamps and forms, and the sale or use of forged documents, seals and stamps;
  • Unauthorized actions involving information processed in electronic computing machines (computers), automated systems or computer networks, or stored on media containing such information, committed by a person authorized to access it.

The perpetrators face up to nine years in prison with confiscation of property.
