"Of course, we supported the energy cease-fire proposed by President Trump. But we saw that Russia did not adhere to it for even a minute," she said.

Von der Leyen emphasized that Russia, on the other hand, had chosen to escalate the situation.

"And that is why we must increase the pressure on Russia. We are currently working on the 22nd package of sanctions, and one thing is absolutely clear: we will not lift any sanctions until Russia stops the war," the President of the European Commission concluded.

The "Energy Truce" Between Ukraine and Russia

  • On October 11, Trump announced the alleged start of an "energy truce" and claimed that Ukraine and Russia had agreed to halt attacks. Zelenskyy called this "news" and emphasized that Kyiv is ready to take such a step if Moscow truly abides by it.
  • The Financial Times, citing European officials, reported that the Trump administration is demanding that Kyiv stop attacks on Russian oil refineries, threatening to halt arms sales and the exchange of intelligence.
  • After that, Russia continued its attacks on Ukraine, including on the energy sector. The U.S., for its part, did not warn Kyiv about the ballistic missile launches and likely restricted the operation of Starlink terminals, which complicated operations on the front lines.
  • On the morning of October 15, Zelenskyy announced that Ukraine would resume strikes on Russian oil refineries. According to him, this comes after three days without attacks, amid Starlink restrictions and, likely, the sharing of intelligence by the U.S.
  • Earlier, on October 9, Trump announced that he had had an "extremely successful conversation" with Putin and had agreed on the supply of thousands of metric tons of Russian diesel fuel to the U.S. and global markets.
