"Vladimir Putin sent Christmas and New Year greetings to heads of state and government and heads of international organisations," the message notes.
Congratulations have been addressed to 32 heads of state and government, including German Chancellor Angela Merkel, French President Francois Hollande, President of Turkey Recep Tayyip Erdogan and President of Belarus Alexander Lukashenko.
Putin has also congratulated U.S. President-Elect Donald Trump, while no greetings have been addressed to incumbent President Barack Obama.
