Five members of a criminal organisation headed by Lviv businessman Ihor Hrynkevych, who caused almost one billion hryvnias in losses to the state budget of Ukraine, were served with a notice of suspicion.

This was reported by Censor.NET with reference to the SBI press service.

The Bureau exposed them on fraudulent purchases of clothing and underwear for the Armed Forces.

"It has been established that the businessman created a criminal organisation to misappropriate budget funds. He entered into contracts with the Ministry of Defence of Ukraine for the supply of low-quality military clothing. In particular, the Lviv businessman's companies entered into 23 contracts to supply the Ministry of Defence with clothing worth over UAH 1.5 billion.

During the investigation, it was established that the defence procurement contracts involved companies controlled by the businessman that had previously been engaged in construction and did not have adequate production, warehouse and other facilities for the manufacture and storage of material property for the needs of the Ministry of Defence of Ukraine. According to the examinations, the state suffered damage of more than UAH 934 million," the statement said.

Five members of the criminal organisation were served notices of suspicion of creating and participating in a criminal organisation and of seizing another's property by breach of trust (fraud) committed under martial law, in a particularly large scale, by a criminal organisation (Article 190(5), Article 255(1) and 255(1)(2) of the Criminal Code of Ukraine).

The members of the criminal organisation were detained and the issue of choosing a custody as a measure of restraint is currently being decided.

The sanctions of the articles provide for punishment in the form of imprisonment for up to 12 years with confiscation of property.

SBI investigators are identifying the full range of persons involved in the criminal offence, including information about officials of the Ministry of Defence of Ukraine.

Earlier it was reported that the construction companies of Lviv businessman Ihor Hrynkevych received contracts worth UAH 1.5 billion from the Ministry of Defence in 2023 to supply summer clothing and underwear to the Armed Forces. At least 17 contracts have been cancelled.

Censor.NET also wrote that SBI officers detained a Lviv businessman while he was trying to bribe one of the heads of the SBI's Main Investigation Department with USD 500,000. According to media reports, it was Ihor Hrynkevych. His face was revealed by law enforcement officers through anonymous telegram channels.

On 29 December, it was reported that a Lviv businessman, one of the largest suppliers to the Ministry of Defence, offered a bribe of $500,000 to the head of the SBI's Main Investigation Department. It was also reported that the Ministry of Defence had one unexpired contract with Hrynkevych's company, which supplies food to the military in Mykolaiv and Kherson regions.
