The suspects include residents of Kyiv and Lviv regions, as well as a private notary who facilitated the realisation of the scheme. The misappropriated land plots were sold to bona fide buyers.

As noted, the criminals were exposed by operatives of the Strategic Investigations Department of the National Police together with investigators of the Main Department of the National Police in Kyiv region and the Kyiv Regional Prosecutor's Office. According to the investigation, the fraudsters used forged extracts from local council decisions on the alleged alienation of land in favour of private individuals. The notary registered ownership of 47 plots totalling 24 hectares.

The plots were subsequently sold through powers of attorney. The expert examination found that the community suffered losses of more than UAH 11 million.
