Money in army

My battalion in 2014 basically took nothing from volunteering. Strangely, but there is something in it. If you rely on volunteering, then our army will never be heard from supply and logistics problems.
For example, staffs like to have reports and other documents printed. But how should a platoon or squad commander do it - staffs don't care, that's not interesting to them. Laptops and printers, consumables for them, paper are not inventory property that the army should issue to a tactical link serviceman on duty. So it turns out that without volunteer help there is no way. And volunteer help is the money of our wives, mothers, colleagues, friends. Or - "voluntary" contributions of servicemen to the black box.
All this is the money of society, which, it turns out, the army consciously counts on. And why? Does the state no longer finance the Armed Forces?
Every platoon needs at least one laptop and one printer. In the battalion - three platoons. That's already three laptops and three printers. Also, depending on the state, there is a certain number of separate companies in the battalion. Let's say another three laptops and three printers. In a separate battalion there is a headquarters, a construction unit/personnel department, a finance department. Let's say another six laptops, three printers. Twelve laptops and nine printers. Let each of them cost as much as a Kalashnikov machine gun. Equivalent to 21 Kalashnikovs per battalion. Is it so hard to take into account and provide for? But everyone is pleased that the army is actually independent of volunteer assistance and black boxes, or maybe even requires them.
And such a situation with a bunch of positions regarding property, which is necessary, but relatives, villages, OTG, organize and bring volunteers to it. At the company level, it should have been a drone (yes, if it is not provided for by the state, then it is a straw state, not one who needs a drone), thermal imagers, night vision devices, good binoculars/observation tubes, radios.
Now about changes in payment to servicemen. Surely, there are categories (cadets, conscripts) to whom additional rewards, maybe, are not due. But to reduce payments to others - here it is not so unambiguous.
I, guilty, unlike my former platoon commander, actively worked with volunteers, work with friends, and even myself spend on the needs of the war. For my money in 2014 you could buy a used car. Now - already couple-three cars. To take away from people in the second line or in the rear part of the money - this will deprive them of the possibility of normal preparation for the war affairs. After all, while you are in the rear, you have time and opportunity to prepare.
These 30 bonus thousand for many - an opportunity to support the family, scattered by war. An opportunity to support the household during the upheaval and energy crisis.
And most importantly, from what to start: in the army you almost do not choose where to be. You are there, where they sent you or appointed. And if they sent to the rear, for example, a competent officer to adjust the work of the headquarters and services, then why punish him with less money?
Not everyone passes the military medical commission of their own free will. Exacerbations of diseases, acquired diseases, traumas, injuries do not choose. And that the military medical commission passes for a long time - often this is the difficulty of front-line logistics and objective problems with the influx of military patients to hospitals and hospitals.
A separate topic is payments to the families of the missing and killed.
Instead of changing the numbers now, it would be better to change the system of payment to military personnel, which has been incomplete since 2014 and even since the beginning of Independence. I wonder how they counted the insurance experience during the ATO there. From the current additional rewards 30 thousand or 30+70 = 100 thousand do not go to deductions for a pension and to the funds of social insurance. That is, the state lays the problem for the future: low pensions will be compensated by benefits, for which veterans will be humiliated and scolded on the streets and buses.
It's time to raise the salaries of military personnel and make a more significant part of the allowances for position, rank, and length of service. Then incentives for service will be formed. But for now, in terms of incentives, the Ukrainian army remains completely Soviet. That is, there are almost no incentives. There is a great batig and the will of the chief, which may turn out to be bad, who believes that "I am the chief - you are a fool".
I don't even know how to properly resolve this situation when the Ministry of Defense or someone else above announced a reduction in additional rewards, but no one has yet understood anything. You can get a small monetary reward. Most people did not come to war for money. You can get a lot, because the risks on the front are great, and, in the end, no one knows where and when it will come from above.
But there is one small nuance here that will remain. As my friend said, how can you take away what you have already given? Why is it so easy to reduce social standards for military personnel? What does the Constitution say about this? And why is it so difficult to reduce the high pensions of judges and prosecutors, can you tell me?
