51 prosecutors of Khmelnytskyi region, headed by regional prosecutor Oliinyk, applied for disability, "covering up" corruption scheme of Servant of People Krupa in MSEC and PF
This criminal drama shocks with the depth of lawlessness and impunity of the authorities.
The detention on October 5 of Tetiana Krupa, a member of the Servant of the People party, CMO – Chief Medical Officer of the Khmelnytskyi Medical and Social Expertise, who issued disability certificates on a massive scale for bribes, and her son Oleksandr Krupa, head of the Pension Fund of Khmelnytskyi region, who kept more than $10 million in cash at home and abroad in Austria, Poland, Turkey and Spain, and owns three dozen houses in Ukraine and Europe, raised the main question - who allowed Tetiana Krupa to hold the same position for 16 years without interruption?
We asked the authorities 6 questions about this terrible case.
We did not hear any answers, so we decided to help with the investigation.
The circumstances of the case, which became known to Censor.NET, clearly show that the law enforcement agencies of the Khmelnytskyi region knew about the large-scale system created by Krupa, the Servant of the People because they were complicit in corruption schemes.
During a search of Krupa's workplace at the regional MSEC, the State Bureau of Investigation found 104 thousand dollars, which Krupa received from 30 citizens between October 2 and 4, i.e. approximately 3-4 thousand dollars per person for obtaining a disability certificate. The corruption scheme worked on a daily basis and on a massive scale, on a first-come, first-served basis.
Most of the citizens who have recently brought bribes are women. The essence of the scheme is that if a woman is disabled, her husband takes care of the disabled person and thus is automatically removed from the list of those fit for mobilization. And the statistics of draft dodgers is concealed because no one would notice that women are the ones who register disabilities. Corruption has become an instrument of anti-state actions in the region to disrupt mobilization.
But why were the corruption schemes exposed by the SBI instead of local law enforcement?
Krupa's connections were revealed by studying the declarations of Khmelnytskyi law enforcement officers, who documented everything themselves.
Let's take a look at the body responsible for upholding the law and public prosecution - the Khmelnytskyi Regional Prosecutor's Office.
Almost all prosecutors of the Khmelnytskyi region turned out to be... disabled persons of the 2nd group - according to the decision of the CMO of the Medical Expert Committee T. Krupa. And for many years they received and continue to receive disability pensions from the state - according to the decisions of the head of the Pension Fund O. Krupa.
Our sources have established a list of retired and disabled prosecutors from the Khmelnytskyi Prosecutor's Office, which is not final:

Of all the leadership of the Khmelnytskyi regional prosecutor's office and its structural units, only one prosecutor, Oleksandr Honchar, head of the Kamyanets-Podilskyi district prosecutor's office, has not applied for a pension from Krupa, and his wife also has not applied for a pension.
The family of Regional Prosecutor Oliinyk received UAH 2.5 million from pensioners' money. Oleksii Oliinyk was the first to receive a pension in 2017 at the age of 37, when he, a simple prosecutor, received his first UAH 34397.
In 2023, Oliinyk, the regional prosecutor, received 251,260 hryvnias.
How to explain this increase in pension? Maybe the prosecutor received some additional disability due to the conscientious performance of his duties in the office?
Oliinyk has undermined his health in the service together with his subordinate wife: his wife, prosecutor Iryna Oleksandrivna Oliinyk, received a similar pension higher than average as her husband.
It is obvious that the higher the position in Khmelnytskyi, the more the degree of disability increases and the more money was paid to his familiar managers from the pensioners' pockets by the head of the Pension Fund Krupa.
Why do prosecutors need a disability? It's not about money - look at the declarations of these 51 prosecutors, each prosecutor in the region is a very wealthy person, they all have dozens of hectares of land, apartments, houses, cars, and in terms of wealth, prosecutors in Ukraine are at the level of the elite. However, according to labor law, disabled people have an advantage when it comes to employment and promotion, and it is much harder to fire them. The presence of a disabled spouse is an additional reason to prevent a prosecutor from being transferred from his "own" region, where he has all his friends, property, and flows, to some other region that is not as convenient. In other words, the MSEC certificates from Tetiana Krupa protected prosecutors and helped them to make their careers in the most convenient way. And the pensions from Oleksandr Krupa were a nice little bonus for cooperation.
It is difficult to calculate the scale of issuance of disability certificates and pensions in the prosecutor's office since close relatives of prosecutors who did not serve in the prosecutor's office are also registered as disabled.
Thus, according to the declaration of the head of the Volochysk District Prosecutor's Office, Serhii Stetsiuk, for 2023, he received a pension of UAH 251,160. And his wife Olena Stetsiuk - UAH 32,200.
According to the declaration of Ivan Komar, head of the Khmelnytskyi District Prosecutor's Office, for 2023, he received a pension of UAH 25,116,000, and his wife Iryna Komar- UAH 32,925.
According to the decision of the MSEC, there are almost no healthy prosecutors left in the Khmelnytskyi region. If we calculate the total amount of pensions received by the 50 disabled prosecutors we identified from taxpayers, it amounts to at least UAH 54.1 million - some have been receiving pensions since 2016, some recently.
In fact, we see a close intertwining of interests of local officials who act as one single criminal organization, support and cover each other, own tens and hundreds of hectares of land, buy any necessary decisions, openly demand bribes and facilitate mobilization evasion. Tetiana Krupa has worked under four presidents, ran unsuccessfully for the Poroshenko Bloc in 2015, but in 2020 she was elected to the Servant of the People, became a deputy of the regional council, and then in 2020 she received the position of head of the Pension Fund for her son Oleksandr. As we understand it, all these positions were not received by chance; they were given to those who were the best at "bringing" cash from bribes to all the necessary offices.
Also in 2020, Oleksii Oliinyk was appointed as the regional prosecutor.
Obviously, all decisions of the Khmelnytskyi region MSEC regarding the issuance of disability certificates to all law enforcement officers in the Khmelnytskyi region, as well as their family members, should be reviewed.
All law enforcement officers who received disabilities and pensions at the hands of the Krupa family, and who have no real disability due to personal participation in hostilities, should be immediately dismissed from law enforcement and civil service, convicted, and their property and money should be confiscated to fully compensate for budget losses.

We will do everything possible to make sure that the names of all members of this criminal group, both in the prosecutor's office and in other law enforcement agencies, are known and not forgotten so that the crimes do not go unpunished.
