NSDC ON MSEC AND PROSECUTORS "WITH DISABILITIES"
A meeting of the National Security and Defense Council (NSDC) was held, which was devoted entirely to the high-profile corruption scandal in Medical and Social Expert Commissions (MSEC) and the prosecutor’s office.
President Volodymyr Zelenskyy made very important statements after this scandal. Let us remind you that it turned out that we have a large caste of untouchables in the government who, thanks to their personal connections, because they are covering up the corrupt leaders of the MSEC, are becoming millionaires. And these millionaire doctors with official salaries of 15-20 thousand hryvnias buy real estate all over Europe, keep cash at home of 7 million dollars in the equivalent of all currencies, and have foreign accounts worth millions of dollars. In other words, in recent years, the heads of the MSEC have actually become oligarchs of a local scale, with more cash than any businessman. It's just hidden at home. So the situation really shows how corruption is connected to the war. Because there is nothing more unfair than accrual mechanisms. We have now seen that prosecutors, hundreds of prosecutors, who are supposed to ensure the rule of law, justice, and look after public prosecution in the state, are responsible for this in the courts. These prosecutors simply turned out to be part of a mafia group. And these prosecutors receive a pension higher than Ukrainian soldiers. This was the biggest shock for me.
I have a friend, Ihor Moltushan, who is a sergeant in the Donbas National Guard battalion. Ihor sustained very serious injuries. And after these severe injuries, even fragments of bones in his leg and arm were knocked out, he will never be able to regain full mobility. He receives a pension as a disabled person of the 3rd group, that is, he was examined by the MSEC and given a pension as a disabled person of the 3rd group, the minimum pension that is determined by law, which is something like about 7 thousand hryvnias. At the same time, absolutely healthy prosecutors, who do not have any diseases or injuries on their faces, receive 60% of their income as a disabled person of the 2nd group, like the prosecutor of Khmelnytskyi region, for example, Oliinyk, who was fired after this scandal, a disabled person of the 2nd group, who receives 60% of his income and receives at least 16 thousand per month. And he had a pension of 250 thousand a year. That is an absolute injustice that actually restricts the rights of military personnel, defenders of Ukraine, which is corruption, because this disability was drawn to the prosecutor because he is in office and all this has been going on, unfortunately, for years.
So, we will now talk about how this happened. Let's look at the decision announced by President Volodymyr Zelenskyy after the National Security and Defense Council.
"The MSEC system should be liquidated, but for real and systemic changes, it is necessary to fully digitalize all stages of disability determination. Government officials, the Ministry of Digital Transformation, and the digital team of the Ministry of Defense have the right people to ensure the appropriate changes. The problem is not only that officials make themselves disabled through connections, but also that people who have received a real disability, in particular in combat, often cannot get the appropriate status and fair payments. And the government has little time to fix this. There must be both personal responsibility and personnel decisions for this situation in the central government through the vertical control of the MSEC. The decision of the National Security and Defense Council now provides for a full audit of pensions and other accruals for all officials who have organized disabilities. There was a report to the NSDC by the head of the Security Service of Ukraine, Maliuk, and Interior Minister Klymenko on the inspections of the investigations that are already underway. Unfortunately, there were very unconvincing reports by the Minister of Health and the Minister of Social Policy. Separately, we need to go through all the horizons of local authorities. Today, the NSDC also discussed the situation in the prosecutor's office of Ukraine. As a result of this conversation, Prosecutor General of Ukraine Andrii Kostin wrote a letter of resignation."
This scandal was resolved because an investigation was conducted into the head of the MSEC, a seemingly small person, Tetiana Krupa, the head of the MSEC in the Khmelnytskyi region. And after that it turned out that indeed the funds themselves, the very nature of her crime showed that she had been in office for 16 years and had been "solving issues" all this time. And she was under the protection of local law enforcement agencies. Including the prosecutor's office. It was very clear in the case of the prosecutor's office, because we have now discovered, thanks to the information published by the Ekonomichna Pravda media outlet, that there is a rating of prosecutors in Ukraine, and we will touch on it later, so Khmelnytskyi region is number one. 28% of prosecutors in the Khmelnytskyi region turned out to be disabled with certificates from Tetiana Krupa, a corrupt official who has been there for 16 years and felt completely unpunished. Why did she feel that way? Because 28% of prosecutors received certificates from her that they were disabled. Her son, the head of the regional pension fund, Oleksandr Krupa, gave them higher pensions and signed everything without any problems. I'm appealing to everyone who has information about the residents of the Khmelnytskyi region, I think that not only the prosecutor's office received pensions and payments there, and the disability is fake. Thanks to Tetiana Krupa. I think other law enforcement officers also had enough information about this. So, if anyone has data, please, let us know, we need detailed information about what happened.
The decision made by the president, thanks to the publicity that has been given to it, is a systemic reaction. And I think it is a well-prepared decision, certainly in terms of his statement. Because what he said is really logical, it is a systematic approach. There is only one question. The question is how Volodymyr Zelenskyy will implement his decision. If you look at what he declares, what he proclaims, including the decisions of the National Security and Defense Council, and how they are then implemented, it turns out that, unfortunately, there is virtually no implementation, unfortunately, in most cases. The president publishes collections of his speeches during the war, and you can make a collection of his speeches that turned out to be fake and have nothing behind them. Therefore, I hope that Volodymyr Zelenskyy will, nevertheless, given that there is a difficult war and the issue of disability registration, this is a painful issue for tens, many tens of thousands of defenders of Ukraine, for all Ukrainian citizens who finance this caste of the highest officials from their own pockets, who can do anything, who order pensions for themselves and register everything they want. And yet, it will be brought to fruition. We will see how effective they can be. It's good that there will be a check to establish the disability of current officials. This is an absolutely reasonable decision. The main question here is why? Who will check? Who will compose these commissions? There are more than 9,000 prosecutors in Ukraine, at least. 9,200 prosecutors in the country. These are only prosecutors. I think there are several times more officials who have received disabilities. They all need to be checked. Yes, some of them may be war veterans. But it is obvious that this is a small share. All the rest are people who work in other law enforcement agencies and not only in law enforcement agencies, in government agencies, local authorities, central executive bodies, and receive pensions. And as we can see from the example of the Khmelnytskyi Prosecutor's Office, they not only receive pensions for themselves but also for their relatives. They make everyone around them disabled so that everyone gets money. This is done through corrupt connections.
What did I not hear in response to the NSDC decision? Unfortunately, I did not hear that Volodymyr Zelenskyy would take any action in relation to those people around him, who are really in charge. Are there any disabled members of the National Security and Defense Council? It would be very interesting to find out. And I would also like to know what, if any, opinion or statement is from presidential advisor Vladyslav Vlasiuk. He is the son of a doctor at the Vinnytsia MSEC. Dr. Vlasiuk arranged a dolce vita for his son. This man was educated abroad. He received very honorable positions in various government agencies. Now he is employed by the Presidential Office as an advisor to Zelenskyy. Vlasiuk, the son of Vinnytsia MEC doctor, works as an advisor to the president. And, frankly, the question arises: does the president have any personnel service at all? Does anyone check his advisors, whom he appoints? And look at the influence of the MSEC in general. An MSEC doctor can even get a job for his son in the president's office. How much influence do these people have, what resources do they have? Look, an ordinary MSEC doctor Viktor Vlasiuk. He has 13 apartments in the center of Kyiv, with an official salary of 16 thousand hryvnias. And you can already see how his children are making a career. He has one son who is an advisor to Zelenskyy, and his other son is the deputy head of the Khmelnytskyi Regional State Administration. So who is going to implement it, who is going to do the checks? Which doctors? There are doctors who have authority and reputation. It is very important that competent people with a reputable history do this check. So that it doesn't become another corrupt story, when someone is dismissed and someone is written out please come in, you've been checked. That is, these prosecutors need to be checked. And here, first of all, I wanted to hear from the president who is in charge. The president did not dismiss or express dissatisfaction with the actions of Health Minister Liashko, to whom the MSEC system is subordinated. Although it depends on him. These are his subordinates.
Prosecutor Kostin was dismissed for having such subordinates, and I think this is right and fair. But where is the Minister of Health? It is his subordinates who are taking all these bribes, and the minister remains in office. Do you really think, dear friends, that the Minister of Health, his subordinate deputies, heads of departments, know absolutely nothing about the fact that in each region he has heads of MSECs who are rich people, millionaires, who are constantly being bribed, and only a few of the majority accept it. Do you really think that it is possible to work so hard that the minister's office does not receive this money from below? And that the minister doesn't know anything? Of course he knows. And in reality, it is a completely unclear story that the president said beautiful words - we will liquidate the MSEC. This is a cool, I can't say it any other way, 95th-quarter style management approach. That is, the MSEC is bad - let's eliminate it. And who will issue the certificates? That is, it will not be the MSEC, but some other structure, renamed. The same MSEC, but with a different name. What will it do? It is completely unclear. Because the main thing here is who will lead the process. If Minister Lyashko is in charge again, he is a person who simply encourages corruption. This is all under his leadership. So he appoints people who will rob and negotiate again. This is the main issue. The president did not answer this question at the NSDC.
Further." Within three months, report to officials on the results of the working groups' verification of the validity of the MSEC's decisions on disability determination and, in case of unjustified decisions, initiate their review."
Three months. Okay. All officials are to be checked in three months. Again, who will do this? The pace is very nice and good. God willing, it will be so. We hope that in the coming days, in pursuance of the NSDC decision, the president will announce, in my opinion, who will lead the process. Well, not Liashko. What doctor? There are many competent doctors in our country who have proven their devotion and integrity. And I know many of them. And I know even more. There are plenty to choose from. There are enough doctors in the country to examine whether a prosecutor has been disabled for 40 years or not.
"Preparation within two weeks by the Ministry of Health, together with the Ministry of Digital Transformation, of a plan for the digitalization of the all-stages of the MSEC." This is a very good decision. First of all, Mykhailo Fedorov can do it, of course. And this is the right decision because where there is transparent, unified electronic reporting, you can check it. And you can check not only in your department but also in other bodies. That is, the creation of a database for the digitalization of the MSEC processes allows, and I hope that this will be done, allows us to see who applies, who is denied, what is the status of those who are denied. Because they create corrupt queues. They refuse people, postpone them. If you want to get things done quickly, you have to pay a bribe. I've already written that 30 envelopes of $3,000 each were found in Krupa's office. That's about right. The line goes in, this was brought to her in 3 days. Line comes in, give it back, "tickets are sold to them", and that's it. And if you want to do it by law, you will be pawed through, re-examined, and dragged around hospitals. And there are cases when soldiers even refuse to run and walk like that. Because not all people have the nerve, the time to ask, to beg officials. That's why we need an electronic queue, an electronic database that all authorities, including the Ministry of Defense, should have access to. We shouldn't just be locked into our system, where incompetent people are constantly appointed who don't know how to manage, who are appointed as mafia enforcers from the office or other structures. You cannot ensure transparency if the database is in the hands of one agency. Our databases should be available to everyone, at least to law enforcement and regulatory authorities. Then there may be some leaks of information if someone in this chain does check and wants to act in accordance with the law. This is very important. Therefore, this is a good initiative and I am glad that the National Security and Defense Council and President Zelenskyy have really done this. God willing, it will be implemented. In the case of Fedorov, he showed that he can do such things. Let's hope so.
"Submitting to the Verkhovna Rada, among other things, a draft law that will ensure the reform of the system of medical and social expertise in Ukraine, the liquidation of expert commissions from December 31, 2024."
Let's see what will be done and whether such decisions will actually be implemented. The Verkhovna Rada has repeatedly raised the issues of the functioning of the MSEC and the calculation of pensions. Unfortunately, no systematic steps have been taken so far. Regarding the MSEC specifically, there were already orders, decisions of the President and the government in 2023 to put things in order in this area. We see how Minister Liashko coped with this task. He failed to do so. And he remained in office. This is a Ukrainian tradition of power. That is, the official who is directly responsible for the MSEC structures, that is, the MSEC is disbanded, and the official who led this corruption and whose office, if not his own, then his office, received this money looted from pensioners, from the disabled, remains in office. Keep on governing, well done. It's an absurd, ordinary situation. Well, this is the kind of government we have, unfortunately. Strange in many issues.
"Development of a draft law on the revision of the system and mechanism for calculating pension payments to officials to ensure fairness in this area."
This is very important. We will wait for it. There is no deadline here. That is, if we are talking about the liquidation of the MSEC, there is a deadline. There is a deadline for inspections by working groups of the validity of decisions. There are no deadlines for the draft laws. Moreover, there is a deadline for the draft law on the MSEC, the liquidation of the MSEC. And there is no deadline for reviewing the system of calculating pension payments to officials. Well, I would like to see it detailed. When will it be revised? Indeed, we have a caste that accrues pensions for itself and receives more pensions. And, look, I'm not saying that all law enforcement officers are bad, let's deprive them of their pensions. I am only in favor of justice. I think it's logical. There is a war going on. We have tens of thousands of people wounded and injured in combat. We have hundreds of thousands of seriously ill people with serious diseases. These people really need a pension. If one of the law enforcement officers is also sick or injured in the line of duty, there is no question. They can also be paid pensions. But they cannot receive pensions at the same time as their salaries, link their pensions to their salaries while they are on duty, and get these certificates while they are on duty. This is absolutely illogical. By the way, it is not clear why they receive pensions at the same time, as they have a higher accrual mechanism than ordinary people. Why is this so? Why is it that a soldier receives 7500 per month for the third group, while a prosecutor can get 10 disability for the second group, or 65 per month? Isn't it a shame to take it and apply for it? I'm not saying that this is a violation of the law, but how can you just sleep with this? It's just absurd.

So, yes, this draft law is correct, because there is also a very adequate, reasonable systemic solution, because there is a law on the prosecutor's office, we will look at it, and we have prosecutors, oddly enough, here are ordinary citizens, they have ordinary grounds for receiving pensions. We have one category of citizens, one that is defined in the law and that is defined in the procedure for receiving pensions, which has a special procedure, special accruals, special opportunities - these are prosecutors. This problem arose in connection with the law on the prosecutor's office in 2014, and since then it has been discussed many times, saying that you cannot combine pensions and salaries. Nevertheless, prosecutors go to court and get it done. I mean, it's particularly cynical that they are formalizing this through a lawsuit. They could not use that pension, it does not automatically go to them. But they take it because they can do anything in this country, they are prosecutors. They can come to the MSEC, come to the Pension Fund, and have everything signed. They don't even have to go, they will bring it to them. Therefore, of course, I welcome the decisions of the National Security and Defense Council, I consider them systemic, and what Volodymyr Zelenskyy said is a systematic approach. Now we will see whether Volodymyr Zelenskyy will be able to realize what he promised. This is always the main challenge for our government - to do at least 50% of what is promised. Here, 100% is desirable.
Now let's see what we have in the statements of the authorities. We will comment on them.
Iryna Vereshchuk: "The President was clear, and I hope he was clear to all the officials who participated in the NSDC meeting. Immediate and quick checks for false diagnoses of all officials, starting with the top officials. Bringing to justice those involved in falsifications and abuses. As well as urgent changes to the legislation. There is very little time for everything and the President is waiting for the result."
What Reintegration Minister Vereshchuk said is really important. This was not in the NSDC decision, but of course, we need criminal cases. That is, prosecutors and other officials who, for example, have been applying for disability in all the MSECs, especially after the start of the full-scale invasion and in recent years, have been applying for disability. These disabled people should, of course, be checked. And, of course, the outcome of the verification must be clearly defined. There is only one outcome of the inspection - a criminal case and prosecution. Thousands of officials across the country should be held accountable.
The following statement.
Denys Shmyhal: "I have instructed the Minister of Health to submit all the necessary regulatory documents and draft laws to the Cabinet of Ministers for consideration no later than November 1 in order to complete this reform of the liquidation of the MSEC. They were issued by the MSECs."
We have not even heard their names and do not know who they are. But they will be dismissed by Minister Liashko, who has been in charge of them all these years, who appointed them to these positions. That's great. Responsibility is straightforward. The style of the 95th quarter. So they call you in - you have corruption in the ministry, you appointed them. Now look, you have to dismiss them and appoint new ones. It's a shame that, unfortunately, Kvartal won't be showing an issue about this now. The topic would have been perfect. I mean, the decision here is correct in terms of the fact that we need to change the executives, but we need to change the managers whom Liashko will appoint. I will say frankly, until I hear the name of the person responsible for medical and social expertise, until I see that this person has the authority to appoint 25 honest people, professional doctors who have a reputation, who respect themselves and the country where they live and work, for each region. I don't believe this story will be serious. I just don't believe it. Do we have three dozen decent doctors in our country? It is much more. So this cannot be a problem. Show us the surnames, show us the names. This will be a systematic approach. Stop throwing these words into the atmosphere. We will wait. Let's see now, in the near future, how this will be implemented. And we will inform and follow it. Because everyone needs it. First and foremost, the military personnel who have been wounded or sustained trauma need to have their claims processed quickly, without corruption, without bribes.
Liashko says that the functions were performed improperly, so appropriate personnel decisions were made, including the dismissal of the heads of the Medical and Social Expert Commission of the Central Ministry of Health of Ukraine, the Ukrainian State Research Institute of Medical and Social Problems, Disability of the Ministry of Health and the Research Institute. Well, I didn't see it here, but who... Well, okay, okay, you're not dismissing Liashko himself. But which deputy minister was in charge of this sector? Which one? There is a deputy minister, there is a head of the department, Shmyhal mentioned him, but he did not say that he should be replaced. What political responsibility? There is a large structure there. Why was it only there that money for some unknown directors of some institutes or departments were brought in? Absolutely. All this time. The money was flowing.
I want to say, friends, that with regard to the Ministry of Health if you have information about other institutions, and we have many of them, that also issue certificates. I want to say that this business, according to the information I receive from the places, the business in the Ministry of Health is very large-scale. And it is not only in the MSEC. It is going on in hospitals when in some cases people are falsely diagnosed, surgeries and diagnoses for diseases that people do not have are falsified, and certificates of physical or mental unfitness are issued. There are also schemes involving thousands of dollars. Wherever the state apparatus of the Ministry of Health can be used to issue certificates of illness, disability, or unfitness, everywhere, at every vertical, in hospitals, in institutions, especially now in psychiatric institutions, there are queues so that a person can be outwardly healthy, but they are diagnosed with acute schizophrenia. The person is healthy. So all this, friends, is flourishing in the Ministry of Health under Mr. Liashko. And the fact that now he has one of the feeders there, one of the corrupt chains of the MSEC, is temporarily suspended, neither Liashko nor his entire team will be left without money without bribes. Because he hasn't lost anyone from his team there either, he is reshuffling these officials, first they will be dismissed, then they will be transferred to other positions, and they will not suffer in any way. They are not responsible for anything. And the other verticals, in terms of bringing money, they continue to work in full swing.

Kostin: Well, first of all, on Thursday I dismissed the head of the Khmelnytskyi regional prosecutor's office, and I think this story will also be studied as part of a large-scale internal investigation that I started immediately, and information about this situation has just appeared in the media. By the way, this internal investigation concerns not only Khmelnytskyi prosecutors, it also concerns absolutely all prosecutorial bodies, that is, all levels, including the Office of the Prosecutor General. This is extremely important for the entire system. As of now, we have found that 61 prosecutors... Not 49, not 51. 61 prosecutors of the Khmelnytskyi prosecutor's office, which is the Khmelnytskyi regional prosecutor's office and district prosecutor's offices of Khmelnytskyi region, have...
Here is a statement by Prosecutor General Kostin that there will be inspections. I want to tell you, friends, Prosecutor General Kostin just... What is the problem with our prosecutor's office? He is not really the head of this prosecutor's office. Because our government appoints these prosecutors general, the Presidential Office, Andrii Yermak appoints them, and Volodymyr Zelenskyy has something related to this. And in the prosecutor's office, each group around Yermak and around Zelenskyy has its own deputy appointed. They are usually completely unprofessional, corrupt people who are also connected to some political financial groups. In fact, the management there is so fragmented, with its own branches, its own departments, its own verticals, its own groups. So, of course, Kostin did not control this situation there, and, of course, he did not understand what was happening there. He was a completely unprofessional person, not suited for this job, who knew absolutely nothing about it. And, as we can see, he was not even able to master or even understand what was going on in his department. That's why the fact that Kostin was dismissed is very good. Now let's see who will be appointed instead. But I would like to say that our government is not geared to fight corruption. Even the Prosecutor General is sitting in his office, and he doesn't even know what's going on there. What are the schemes? He doesn't even look, he has no questions. Why is it like this everywhere? There is corruption here, smuggling there, the MSEC is constantly detained with some kind of bribe, some cash here, some cash there. And where is the prosecutor's office? How can this happen if the prosecutor's office does not react to it? How does it work in courts? How does it support the investigation in which cases? Why is the work so ineffective, and why is this corruption flourishing? He does not know this. Unfortunately, we have no responsible persons. We have a government of general irresponsibility. Everything is fragmented, there are groups, mafia enforcers, and interests everywhere. Everywhere you need to open a case against any person. If it's a person in a low-level position, you can't do it, you have to go to the office and get permission. Law enforcement officers, in principle, are not able to fully perform their duties. They can catch a doctor from the MSEC, and unfortunately, a very small number of people can do this. The State Bureau of Investigation did it, but where are the rest of them? Why did they not pay attention to this for so long? But this was done by one body, in one region, not everywhere. And this should have been overcome a long time ago, it can't be a problem at all. But the issue here is in the leaders. Without local leaders, it is impossible to overcome problems. And the personnel that are appointed and the responsibility that is assigned, they do not allow us to restore order.
If Kostin is replaced now by a mere shoe lace like Kostin, just a person on the phone, to whom you can say anything and he will always say "We'll do it," will be frightened. So what changes will there be? Well, they won't be registering pensions there, they won't be applying for pensions. They'll do something else, without applying for it. Look at the declarations of prosecutors. I want to tell you, when I made a selection of prosecutors in the Khmelnytskyi region, and then in other regions, I looked at the heads of prosecutor's offices who have disabilities. It's easy to see because the declarations show very large pensions for young people. So I want to say that I was much more surprised to see how rich their declarations are, how wealthy they are. In the Khmelnytskyi region, when I looked at the declarations, I didn't see a single poor prosecutor there. They are all landowners, with large fortunes, with dozens, 30-50 hectares of land each in different places. They have apartments and real estate everywhere, which, by the way, they also receive from the state in small amounts. For example, prosecutor Oliinyk, Khmelnytskyi regional prosecutor, he received a pension of 250 thousand, and his wife received a disability pension of 250 thousand. And this is at the age of 37. At the age of 37, a disabled person receives a pension for himself, a disability pension for his wife, a second-group disability. Then he got his own land, an apartment from the state, and he filed a lawsuit to have the Khmelnytskyi City Council allocate him an apartment. That is, they have everything. And they keep collecting, collecting, collecting. How can we solve this? By some kind of law? Should we oblige prosecutors to be honest? Well, it doesn't work. Now, thanks to a lot of publicity, they are fixing it. They said they were fixing the situation with the MSEC. They said it but didn't do it. What will happen in other industries? Well, okay, they won't take money from the MSEC. That's how other companies work, schemes. Where do such rich, wealthy prosecutors come from? How? How can a person be in office all his life and have 50 hectares of land? Just look at the declarations in the entire Khmelnytskyi region. They are all wealthy people. They have great wealth. They have wives, and they also have a lot of property and everything registered in their names. This is the problem. Everyone gets rich for many years in the service. Or even for a little bit.

Isa Tanryverdiiev is a deputy prosecutor in Kirovohrad region. He is the youngest disabled prosecutor I have ever seen. Look at this man. He is 36 now. At the age of 34, he took a pension. He receives a pension of 250 thousand. I want to say that he received this pension at 34. Oliinyk from Khmelnytskyi took it at 37, and this one at 34. According to his data on the website of the Kirovohrad Prosecutor's Office, he worked in government agencies for 11 years. That is, a person came to work, worked for 11 years sitting in an office, and became a pensioner. And he already receives 250 thousand a year in pension, which just drips into his pocket. It's a great situation for them. Absolutely with impunity, brazenly. Where did they get that?
We are now sending a request to the Kirovograd Prosecutor's Office. We will ask them what diagnosis and disease Tanryverdiiev contracted while working in the prosecutor's office. Perhaps he risked his life, fought at the front. There are no words about this in his biography. There are no comments. There is no information about any missed work experience, any illness or disability. There is none of this. But the man received a pension at the age of 34. For the rest of his life. This is the information published by the Ekonomichna Pravda newspaper about the number of prosecutors who have the status of a person with a disability. I want to say that I am pleased that we were not mistaken about the Khmelnytskyi Regional Prosecutor's Office. This is simply an abnormal number of disabled people in Khmelnytsky Oblast. Out of 211 prosecutors in the Khmelnytskyi region, 61 are disabled. 29% of prosecutors serving in the region are disabled. This is an absolute record among all regions of Ukraine. This shows that Tetiana Krupa, the head of the Khmelnytskyi MSEC, is responsible for this. That is, where the most corrupt MSEC is, you can see from the graph that prosecutors have 30% of disabled people. Imagine a state body that is supposed to represent the interests of the state in courts, that supports and ensures investigations, including criminal cases. Everyone in it received certificates. And, obviously, during the war, a significant number received them. We do not see everything.
Cherkasy Regional Prosecutor's Office is next. Out of 219 prosecutors, 60 are disabled. 27,4%. What does this mean? For some reason, we still have no criminal cases and the head of the Cherkasy MSEC has not been detained. We will check this person's declaration now. What kind of disability? Why such a disability? It's a sharp one. There was an outbreak in the Cherkasy region. What happened there? Maybe the floor or stairs to the prosecutor's office are slippery. And prosecutors have started to fall down en masse when they are in a hurry to get to work, wanting to process criminal cases as quickly as possible. They are just in such a hurry, and because of these uncomfortable working conditions that the state has created, these slippery stairs, they probably break their legs. Maybe also their hands, other parts of the body, I don't know which ones. But there is an epidemic of disabled people receiving pensions in the Cherkasy region. And for some reason, the head of the Cherkasy MSEC has not been searched or detained. Do you think that the head of the Cherkasy region has fewer millions of dollars at home than in Khmelnytskyi, or more? I think the region is more affluent. I think there must be ten million dollars at home or somewhere in some house. There must be a bigger scale there.
Chernivtsi region has 1.4 prosecutors, 2 prosecutors with disabilities for the entire prosecutor's office. This is a low figure. Volyn region. 2 prosecutors out of 162 employees. 1.2 per cent. Then comes Kherson region. Look, 1 disabled person out of 181 prosecutors. 0.6 per cent. And look, then in other prosecutor's offices there is a terrible situation, a terrible disaster. Something is very bad with the working conditions there. Some prosecutors work there in a completely different way. Maybe they have bad working conditions there. Maybe they have slippery stairs or low ceilings, maybe they hit their heads somewhere. There is a sharp increase in disability. 3-5-10 per cent. There are disabled people everywhere. And then we see the apotheosis. These are really just the Cherkasy and Khmelnytsky regions. So look at this. Let's look at the prosecutor of the Cherkasy region, Shevtsova. Prosecutor Shevtsova. She is 42 years old. She is already disabled.
Well, she looks like a beautiful, pretty woman. 42 years old and disabled. She received the disability even earlier. In 20, I think. Look at that. This is a 42-year-old disabled person. A disabled person who goes to work despite her disability. And she gets a big pension. She receives large pension payments. And I want to say that the head of the MSEC was not detained in the region. Everything is quiet there. And prosecutor Oliinyk was dismissed from the Khmelnytskyi region. But prosecutor Shevtsova with the same anomalous indicators was not dismissed. Why is that? We will also write a request. What kind of disability?
The head of Zaporizhzhia regional prosecutor's office Serhii Spilnyk. The head of the prosecutor's office. Look at this. Pension of 433 thousand hryvnias. Over 6 years, he received 2.2 million in pension payments. Look. And what did Spilnyk do? He received an old-age pension. That is, he didn't apply for a disability, but he got an old-age pension. That is, he filed a lawsuit. Let me remind you once again. Pensions for prosecutors are not an automatic story. I know prosecutors who are. I want to tell you that there are cases. I know a prosecutor who has been disabled since childhood. And he... And he did not apply for a disability pension. That is, a pension for age or disability for prosecutors is not automatic. The prosecutor has to do this, file a lawsuit and get a court decision to ensure that he is awarded a large pension under his fake certificate. And he needs it to be large. What did the Spilnyk do? He decided that he should have a large pension with accruals, and by a court decision, he included two and a half years of university studies in his work experience. The man studied at the university, and he believes that the fact that he studied there is his hard work. He's a pensioner, probably a little overworked, and he's been working for the state all his life. On what grounds? And the person continues to work, receives a salary, and for the fact that he is still working, he is barely over 40, the fact that he is still working in a state body and receiving a salary, he demands that he be paid a pension at the same time. This is the story.
This is an article by Ekonomichna Pravda. It turns out that in Ukraine, at the beginning of the 22nd year, there were 2.7 million people with disabilities, 6.6 percent of the country's population. Since the beginning of the war, the figure has grown to 3 million, 7.5 percent. And if you look at the salaries of prosecutors, how much they get, it turns out that prosecutors get much more than these disabled people. That is, there are a lot of disabled people. And prosecutors make up 7.5 percent of the population. And in Khmelnytskyi and Cherkasy prosecutor's offices, the ratio of disabled prosecutors is almost four times higher than the average disability rate among ordinary people. In Ukraine.
There is a problem that we need to solve at the legislative level. And we need to solve it here, because prosecutors are special people.
The website of the Cabinet of Ministers has a message from the Pension Fund, which contains the following explanation of the Pension Fund "Disability Pension". As of January 30, 2024. So, there is an explanation that the amount of disability pension is calculated depending on the disability group as a percentage. There is a 100% retirement pension for people with disabilities of the first group, 90% for people with disabilities of the second group, and 50% for people with disabilities of the third group. And what's interesting is that there is an explanation for all citizens, but at the very end there is a separate paragraph. Exclusively for one social category. Disability pensions for prosecutors. The terms, conditions and amounts are defined by the Law of Ukraine of October 14, 2014, 10 years ago. The Law on the Prosecutor's Office stipulates that prosecutors recognized as persons with disabilities of the first or second group are entitled to a disability pension in the amount of 60% of their monthly salary if they have worked in the prosecution service for at least 10 years. Thanks to this provision, prosecutors go to court. Well, prosecutors are dishonest. I personally believe that prosecutors who take a pension from the state in such huge amounts, who make up these certificates while still receiving a salary, are people who have problems with their conscience and morality. And now, during the war, they are doing this to themselves, which is just a crime. In general, this is a big crime, these fake certificates. This norm should be canceled. What did I not hear from the president in the NSDC decision? A person who draws a court decision on the basis of a fake disability certificate, draws a salary, has no additional pension to his salary, has no right to continue working in the prosecutor's office, especially in senior positions. You can fire them, you can transfer them, but you certainly they can't manage. Prosecutor General Kostin should have dismissed all these disabled people, but he is not able to do this because he is not the one who appoints them all. He is just one of the pawns who was appointed there. I hope that a new person will be appointed who is not disabled, and I hope that this person will finally restore order, because disabled people cannot be in charge, who draw certificates in court because of their disability, and then get large pensions in court. This is just the height of immorality. How can such people be in charge? It's a shame for the state in general. It's a disgrace. I mean it. These people have no right to work. If you're disabled, if you're a pensioner, then retire. If you want to receive a pension, retire. What is this? One caste, one category of civil servants in the country draws additional income for their retirement. In large amounts. But this is a question for the prosecutor's office now because we have information about them, but I want to say that other law enforcement agencies, all of them, have this problem as well. Through connections, healthy people receive certificates and while serving, they receive disability pensions. Apart from law enforcement, this is a common problem for all government agencies. And these MSEC certificates should, of course, be investigated. We need to see to whom these corrupt leaders of the MSEC have drawn this disability. For each region, I would personally like to hear from the Prosecutor General, from the head of the SBI, from the President of Ukraine, who appoints them all, and I would like to hear from the National Security and Defense Council, and how many employees in which bodies have received disability over the past at least three years. Look where we have champions because where there are the most of them, there is the most corruption. And there is an anomaly here, you see? There are prosecutor's offices with one, two, five disabled people, and there are prosecutor's offices with 15, 20, 30, 60 disabled people. This, of course, is a sign to me that in these regions, the MSEC has created such stable mafia groups, and these mafia groups include not only prosecutors, but they also include other civil servants. And this, in my opinion, is just a direct tip-off to the investigation, and I believe that the NSDC should have provided such instructions for the investigation.
The more transparency there is, when there is a clear set of tasks, the better the result. Unfortunately, the president has not made any recommendations on what to investigate, what to make public, who to work with, or what conclusions to draw for the leaders. Shevtsova is still a prosecutor in the Cherkasy region, Spilnyk is a prosecutor in the Zaporizhzhia region, Tanryverdiiev is a deputy in the Kirovohrad region, and other prosecutors are also at ease. We will investigate all of this, and of course, we will not leave this topic alone.
