The acting governor of the Kursk region, Alexander Khinstein, said that the strike was on the "peaceful city of Lgov".
According to him, "there has been no information on casualties or significant damage at this time".

Later, Hinstein said that there were allegedly Russians wounded in the attack, and that "one eight-apartment two-storey building was seriously damaged".
According to him, two power lines were damaged. Gas supply was also cut off. There was a "minor fire" in two buildings. He blamed the attack on "Ukrainian Nazis".
