PURL programme is crucial for defence of Ukraine’s airspace, — Zelenskyy

President Volodymyr Zelenskyy stated that the PURL initiative is of critical importance to Ukraine.
The head of state made this statement during a press conference in Madrid, according to Censor.NET.
What is known?
Zelenskyy said that he spoke today with Spanish Prime Minister Sánchez about the PURL initiative.
"This program is also pan-European, and it is of critical importance to Ukraine. It allows us to purchase—unfortunately, with no alternative—the equipment needed to defend our skies: Patriot missiles."
"We are actively working to establish a strong European production capacity for anti-ballistic systems. I am confident that we will see results. But, unfortunately, this takes time." Protecting lives cannot wait; the Russians do not stop their attacks even when we step up our diplomatic efforts. That is why we value every European contribution so highly," the president said, thanking Spain.
What is known about the PURL program?
PURL is an international program (initiative) that coordinates the procurement of U.S.-made defense equipment for Ukraine using funds from partners, particularly NATO countries. It expedites the delivery of critical military equipment and supports Ukraine’s defense efforts during the war.

Within a few months, contributions from partner countries exceeded several billion dollars (as of the end of 2025, over $4 billion, with more than 20 countries having joined the project).
Ukrainian authorities estimate that the program will require approximately $15 billion annually to fully meet its needs.
European countries and NATO partners have joined the initiative, including the Netherlands, Denmark, Norway, Sweden, Germany, Canada, Estonia, Latvia, Lithuania, Iceland, Finland, Belgium, Luxembourg, Spain, and others.
Through PURL, Ukraine has already received several aid packages, including:
