The opinions of the members of the committee were divided during making a decision. Several members believed that it was necessary to take a decision and sanction the Prosecutor General's Office to prosecute Kliuiev, while others believed that the evidence provided by the Prosecutor General's Office is insufficient and the submission should be returned to the PGO for revision.

In turn Kliuiev called this decision impartial and expressed the hope that Hroisman would return this submission to the Prosecutor General's Office.
