Draft law on use of English language will be finalized - Kravchuk

The draft law "On the use of the English language in Ukraine" is a framework, it still needs to be finalized by the specialized committee.

As Censor.NET informs with reference to Ukrinform, Yevgenia Kravchuk, deputy head of the Verkhovna Rada Committee on Humanitarian and Information Policy and deputy head of the Servant of the People parliamentary faction, announced this on the air of the "Yedini Novyni" telethon.

"This is a framework draft law, and it is the Cabinet of Ministers that will set the "direction of movement" for this document. In its turn, our specialized committee will finalize certain issues, in particular regarding the dubbing of film productions. We need to discuss this issue," said Kravchuk.

As for the requirement for the mandatory command of the English language by civil servants, the deputy emphasized that it will not apply to everyone, but only to the management staff.

"Regarding the mandatory knowledge of English for certain categories of civil servants, I want to clarify here that we are not talking about all civil servants, or all police officers, or all customs officers, or all prosecutors. We are talking about the management staff. Because it is the management staff, obviously, will communicate more with donors, with instructors. And it is for this work that people in managerial positions with knowledge of English are needed," Kravchuk said.

She also reported that the Cabinet of Ministers is currently working on creating a program to encourage Ukrainians to study.

"For those who want to learn the language in adulthood, the Cabinet of Ministers is working on an incentive program. The Ministry of Digital is working on free online courses. I think it will be something in the form of vouchers like eSupport, which can be used for studies or courses , or online," the deputy added.

Among other things, the draft law envisages officially establishing the status of English as one of the languages of international communication in Ukraine, defining the categories of positions for which candidates are required to speak English, normalizing the peculiarities of the use of English in the work of state authorities, authorities of the Autonomous Republic of Crimea, local self-government bodies, units of emergency assistance to the population, when crossing the state border, in the fields of education, culture, transport, health care, etc.
