Council plans to adopt draft law on BES, which will "concrete" Tatarov’s influence on entire criminal process, - Shabunin

This week, the Verkhovna Rada plans to adopt a draft law on restarting the work of the Bureau of Economic Security, which does not provide for a real competition for the leadership of the BES, or re-certification of its staff.
Vitalii Shabunin, head of the Anti-Corruption Center, announced this on Facebook, Censor.NET reports.
"This week will demonstrate how the parliamentary majority runs on Tatarov's errands. Or the opposite, but it is very unlikely. On the agenda of the Council for this week is the draft law No. 10088-1, which restarts the work of the BES. The same BES, which the authorities turned into a powerful homunculus for business nightmares (under Tatarov's control and with a mess in the middle)," the message reads.
As Shabunin explained, the draft law provides for a competition for the head of the BES with the participation of internationals and re-certification of his staff.
"And Tatarov doesn't like it very much, because an independent head of a law enforcement agency is a terrible dream for OP.
That is why Yermak's government (who is Shmyhal?) has prepared its own version of the reform and plans to submit it to the parliament soon. But not to the financial committee, which wants to restart BES, but to the law enforcement committee of Serhii Ionushas.
Ionushas knocked down votes on the project 10088-1, which has already been considered by the finance committee, to wait for the ugly government version in his committee. This committee's consideration of the SAPO reform (as well as many other issues) proved that the only possible result of the BES "reform" in Ionushas is the concretization of Tatarov's influence," he noted.
According to Shabunin, "the version of the draft law from the Cabinet of Ministers (actually Tatarov/OP) available in the Central Committee does not foresee either a real competition for the leadership of the BES, or re-certification of its staff."
At the same time, the draft law not only leaves Tatarov control over the BES, but also, due to certain changes in the CPC, concretes its influence on the entire criminal process, he added.
