Cabinet of Ministers appointed Myronenko as new head of State Special Communications Service

The Cabinet of Ministers appointed Yurii Myronenko as the head of the State Special Communications Service.

Taras Melnychuk, Permanent Representative of the Cabinet of Ministers in the Verkhovna Rada, announced this on Telegram following a government meeting, Censor.NET reports.

The Cabinet of Ministers of Ukraine:

Appointed:

- Myronenko Yurii Mykolayovych as the Head of the State Service for Special Communications and Information Protection of Ukraine;

- Semyrha Oleksandr Ihorovych as the First Deputy Head of the State Customs Service of Ukraine;

The following appointments have been approved:

- Chubenko Anton Hryhorovych as Deputy Head of the Poltava Regional State Administration;


- Kohut Volodymyr Mykolayovych as Deputy Head of the Poltava Regional State Administration for Digital Development, Digital Transformation and Digitalization;

- Vashchenko Ivan Oleksandrovych as Deputy Head of the Chernihiv Regional State Administration," the statement reads.

According to media reports, the new head of the State Special Communications Service, Myronenko, signed a contract in 2019 and joined the territorial defense. Since the beginning of the full-scale invasion, he has fought as part of the 112th Kyiv Territorial Defense Brigade. Later he took the position of Deputy Chief of Staff of the 129th Battalion of the 112th Brigade. After that, he headed the Department for Work with Volunteer Formations of Territorial Communities of the 112th Brigade. He was awarded the Silver Cross badge. Prior to his appointment, he was the commander of a UAV strike company operating in the Zaporizhzhia direction.

He graduated from the Yuri Bugai International Scientific and Technical University (1994-2000), obtained a bachelor's degree in Management and a master's degree in International Economics.

He started his career in the banking sector. He held senior positions in the structural divisions of PRAVEX BANK, UKRSIBBANK, BNP Paribas Group, etc. From 2008 to 2010, he worked as the financial director of the Stirol Concern, which is engaged in the production of fertilizers and nitrogen compounds. From 2010 to 2015, he worked as CEO of Diamond Fir Group LLC, which operated in the field of IT, logistics, construction, agriculture, etc.

Since 2014, he has been the Director, and from 2016 to October 2023, the Chairman of the Board of the Institute for Social and Economic Research (ISER), a non-governmental analytical center that supports reforms in Ukraine.

Before the start of the full-scale invasion, the State Special Communications Service was engaged in cyber defense. A non-core area of work of the State Special Communications Service is the Army of Drones, which purchases drones for the Armed Forces of Ukraine. It was launched in July 2022 by the General Staff of the Armed Forces of Ukraine, the Ministry of Defense and the Ministry of Digital Transformation. The State Special Communications Service has become the administrator of funds. In March 2023, the parliament allocated UAH 30 billion for this program. In November 2023, the Verkhovna Rada adopted a law on "military personal income tax", according to which the agency should receive another UAH 13 billion by the end of the year. And in 2024, the agency will receive 45% of personal income tax on drones, according to the forecast, it is UAH 43 billion.

The former head, Yurii Shchyhol, headed the State Special Communications Service for about three years. On November 20, he was fired and served with a notice of suspicion. The NABU claims that the leadership of the state agency and its accomplices seized UAH 62 million in software purchases.
