PACE adopts resolution on peace talks on Ukraine

The Parliamentary Assembly of the Council of Europe (PACE) has adopted a resolution defining its position on peace talks between Ukraine and Russia.

Thus, the resolution entitled "Europe's Commitment to a Just and Sustainable Peace in Ukraine" is the main document on Ukraine adopted at the winter session of 2025.

It was voted in favor by 86 PACE members, none against, and 6 abstentions.

The adopted resolution also calls for "steadfast European commitments and unity in support of Ukraine and a just and lasting peace."

As noted, the document repeatedly emphasizes the commitment to the principle of "peace through force."

In particular, credible peace negotiations can only be conducted from a position of resilience and strong defense capabilities, and a just and lasting peace is possible only if Ukraine is provided with adequate security guarantees. Any peace talks must be conducted with the participation of Ukraine and respect its right to determine its future," the resolution emphasizes.

In addition, it is noted that the Russian Federation is waging war not only against Ukraine, but is also carrying out hybrid aggression against other states, as it "interferes in the political processes of the Council of Europe member states, which also pose a growing threat to democratic security in Europe". In view of this, in particular, PACE believes that "a just and lasting peace in Ukraine is essential for the security of the entire European continent and, even more broadly, the world".

The PACE "reaffirms the need to ensure accountability in the context of the aggression of the Russian Federation, in particular through the establishment of a comprehensive compensation mechanism and a special tribunal to bring Russian and Belarusian leaders to justice for the crime of aggression against Ukraine.
