South Korean intelligence: DPRK sent thousands of workers to Russia last year despite UN Security Council ban

In 2024, North Korea sent thousands of its workers to Russia despite a UN Security Council resolution against Pyongyang that prohibits it.
According to Censor.NET, this was reported by Yonhap, citing the South Korean national intelligence service.
According to intelligence, North Korean workers were sent to construction sites throughout Russia. This was due to a labor shortage caused by Russia's war against Ukraine.
According to a UN Security Council resolution in response to North Korea's weapons test, the country is prohibited from sending its citizens to work abroad, and all North Korean workers are to return by December 2019.
At the same time, Seoul suggests that the DPRK and Russia may circumvent this ban by using student visas to send North Korean workers.
"Radio Free Asia, citing data from the Russian Federal Statistics Service, reported that 13,221 DPRK citizens entered Russia in 2024, which is about 12 times more than a year earlier.
Among those who entered Russia last year, 7,887 people said they came for educational purposes. The move comes amid North Korea's continued support for Russia's military efforts against Ukraine.
