The revised draft of the Ukrainian-American agreement on rare earth resources was presented in Washington and focuses on the creation of a reconstruction fund for Ukraine, but there are still problematic technical details, including security guarantees.

According to a knowledgeable source, "the American side is strongly opposed to including security guarantees in the agreement," and Kyiv hopes that Volodymyr Zelenskyy and Donald Trump will discuss this issue at a future meeting.

"Everything is ready on our side. We have finalized the project. We did our best to make the conditions acceptable. As a result, this is a framework agreement on the creation of a fund for the reconstruction of Ukraine. There is a separate agreement on how it will function," the source said.

It is also noted that the most problematic issues have been excluded from the draft agreement.

According to the source, Ukraine wants to organize a signing ceremony where the presidents of the two countries will discuss the issue of security guarantees.

"We are waiting for a response from the American side," the source added.
