Putin’s decree on "legalization" of Ukrainians is instrument of forced Russification, - British intelligence

Russian dictator Vladimir Putin 's decree "almost certainly aims to force the departure from the Russian-occupied territory of Ukraine of Ukrainian citizens who refuse to accept Russian passports and citizenship."
According to Censor.NET, this is stated in a British intelligence report.
"Putin and Russia's senior leadership continue to pursue a policy of Russification in the illegally occupied Ukrainian territory, as part of a long-term effort to destroy Ukrainian culture, identity and statehood," the analysis said.
British intelligence officials noted that Russia "erroneously and illegally" defines both occupied and unoccupied Ukrainian territory in Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, as well as Crimea, as part of the Russian Federation.
"This directly contradicts Russia's recognition of Ukraine's independence and sovereignty after the collapse of the Soviet Union, as well as the broader international recognition of Ukraine," the analysis added.
To recap, on March 20, 2025, dictator Putin signed a decree according to which all Ukrainian citizens who are in Russia without "legal grounds for residence" must leave the country by September 10, 2025, or "legalize" themselves.
