US not yet ready for talks with Russia at highest level - Rubio
The United States is not yet negotiating with Russia at the highest level, as it is necessary to make progress at the technical level.

"There's a lot of work to be done with both sides, especially with the Russian side, which we haven't talked to in years," Rubio said.
