Responsibility for evasion must be strengthened once government has developed transparent mobilization system, - Butusov

The government must first develop a transparent conscription system and only then strengthen penalties for evading military service.

"Responsibility for evasion must be strengthened once the state has developed a clear and transparent mobilization system. We hear that the Ministry of Defense is preparing a new law on mobilization or new regulations regarding mobilization. I hope that these will address the problematic issues that actually prevent us from viewing mobilization in Ukraine as a system," he explained.
According to Butusov, there are all kinds of people on AWOL.
"There are draft dodgers, there are lawbreakers, and there are people who simply don't want to serve. But a large number of people among the military personnel with AWOL status are absolutely decent citizens who simply had bad luck with their unit, with their commanders at some point, or with the situations they found themselves in—situations where they got a little confused or didn’t find an adequate solution from their commanders. And this happens in war, in some units, it is very common," he added.
