Zelenskyy appoints new HACC judges: needed to unlock EUR 300 million from EU

President Volodymyr Zelenskyy signed decrees appointing 16 judges to the High Anti-Corruption Court (HACC). The appointments are required to secure between EUR 250 million and EUR 300 million from the EU under the Ukraine Facility programme.

The relevant documents were published on the President’s website, Censor.NET reports.

Thus, Zelenskyy appointed 11 judges to HACC and five judges to the court’s Appeals Chamber.

The following judges were appointed to HACC:

  • Viktor Antypenko;
  • Oksana Hutsal;
  • Yevhen Didenko;
  • Oleksandr Dudchenko;
  • Vitalii Koriahin;
  • Vladyslav Kukhta;
  • Mykola Pika;
  • Lesia Skreklia;
  • Iryna Teslenko;
  • Oleh Khamkhodera;
  • Marta-Mariia Yatsynina.

The following judges were appointed to the Appeals Chamber of the High Anti-Corruption Court:

  • Nataliia Doroshenko;
  • Mykola Rubashchenko;
  • Inna Smal;
  • Olena Tanasevych;
  • Ihor Chaikin.

Important step towards receiving EU aid

Increasing HACC’s staffing level is one of the benchmarks under the European Union’s Ukraine Facility financial support programme. Failure to meet it would put Ukraine at risk of permanently losing between EUR 250 million and EUR 300 million in aid.

The reform plan contains 151 specific benchmarks, including judicial reform and strengthening anti-corruption bodies.

Ukraine risks losing a total of EUR 7.35 billion due to unimplemented reforms, the RRR4U consortium of think tanks estimated in early August.
