Journalists have uncovered undeclared assets belonging to Vitalii Kim’s family: flat, luxury cars and hunting grounds. VIDEO+PHOTOS
The family of Vitalii Kim, the Minister for Veterans’ Affairs, may have access to a number of assets that are not listed in his declarations. Among these, journalists cite a flat and a parking space in the ‘Novopecherski Lypky’ residential complex in the capital, a Porsche Macan, and also point to a possible link to a hunting estate in the Cherkasy region.
This is according to an investigation by Bihus.Info, as reported by Censor.NET.
The flat and parking space in Novopecherski Lypky
As journalists have discovered, in the summer of 2025, a company owned by Kim’s wife, Yulia, Media Group, purchased a flat measuring over 100 square metres in the Novopecherski Lypky residential complex in Kyiv, along with a parking space. According to the publication’s estimates, at that time the unfurnished flat, together with the parking space, could have cost approximately $350,000.
At the same time, according to data from the YouControl analytical system, cited by the journalists, the company’s public financial reports over the years were either zero or non-existent.
The journalists also claim that Kim and members of his family may have been using this property. At the end of August, they spotted a Volkswagen Touareg with false number plates in the complex’s car park, similar to the car the minister rents. A few days later, this car was seen leaving the complex, with a man resembling Kim in the passenger seat.
The minister himself stated that he uses neither the flat nor the parking space. According to him, the flat belongs to his wife’s company and was purchased on credit.
"The financial statements are held by Yulia’s sole trader business, and the money was also declared in the asset declaration," Kim explained to journalists.
According to Bihus.Info’s calculations, in Kim’s 2025 declaration, the family’s savings had not decreased but, on the contrary, had increased by approximately 6.5 million hryvnias compared with 2024. The family’s official annual income for 2025 amounted to almost 7 million hryvnias before tax. As the journalists point out, there is no mention of the cost of purchasing the property in the declaration.
Kim’s wife’s Porsche Macan
Journalists also spotted a Porsche Macan in a parking space belonging to Yulia Kim’s company. According to the investigation, it was in this car that the official’s wife received a fine in 2024.
The car is not listed in Kim’s declarations and is registered to Roman Serbenov’s construction company, S-Develop. According to Kim, Serbenov previously worked as a director at his construction companies in Ukraine, and they also jointly headed the Mykolaiv basketball club.
Kim explained to journalists that his wife had leased the car for less than 180 days; therefore, he claimed, it did not need to be declared when he left the Regional Military Administration. Prior to the lease, the official stated, the Porsche was not in regular but only occasional use.
Serbenov, for his part, stated that his company had purchased the Porsche back in 2022 and leased it to Kim’s wife.
Journalists also spotted another Volkswagen Touareg near Novopecherski Lypky, which belongs to Kim’s ex-wife, Olha. The minister stated that she is currently outside Ukraine and that he himself does not use this car.
18,000 hectares of hunting grounds
Another aspect of the investigation concerns the Kaniv Left-Bank Hunting Estate in Cherkasy Oblast, which manages 18,000 hectares of hunting grounds.
The investigation states that in the summer of 2025, the enterprise changed hands. A stake in it was acquired by Kim’s long-standing business partner, Oleksandr Stepanov, who had previously been involved in joint ventures with the official’s current and former wives.
Stepanov himself stated that he is not keen on hunting, has hardly ever visited the hunting lodge and does not know his new business partner, Andrii Halkin.
Kim told the publication that he had visited the hunting lodge several times – in his words, "at the invitation of friends". Stepanov, however, noted that Kim might not inform him of his visits to the lodge, as he might be visiting it with people he "would prefer not to publicise".
Bihus.Info suggests that the current owners of the hunting estate may be nominal, and that the property may have been acquired on behalf of third parties. Journalists also claim that Kim may have been accompanied at the estate by Davyd Arakhamia, the leader of the Servant of the People parliamentary faction.
