In Rivne, the security services foiled a terrorist attack. A Russian agent was planning an explosion near one of the government buildings in the city centre.

It has been established that the man planted a homemade bomb in a rubbish bin near the administrative building and ‘reported’ this to his handler in Russia via a messaging app.
The Russians then planned to remotely detonate the explosive during rush hour to cause the maximum number of civilian casualties.
In this way, the SBU noted, the enemy planned to destabilise the socio-political situation in Ukraine’s border region.
The Russian Federation’s plot was foiled in time, and the agent was caught red-handed as he attempted to flee the scene of the planned terrorist attack in a hurry.
At the same time, a homemade bomb was seized and defused.
Who was working for the enemy?
The task was carried out by a courier from a local delivery service who had been recruited by the Russians. He came to the attention of Russian intelligence officers via Telegram channels advertising ‘easy money’.
"After being recruited, the agent would ride around the city on a moped under the pretence of making deliveries, filming the outer perimeters and car parks of government buildings with his mobile phone.
In this way, the perpetrator was scouting for a location to carry out a terrorist attack, about which he regularly ‘reported’ to his handler in the Russian Federation.
Subsequently, the Russian intelligence officer sent his accomplice the coordinates of a hideout, from which he later retrieved a homemade remote-controlled explosive device," the statement reads.
During searches, a smartphone was seized from him, on which he had stored reconnaissance photographs and through which he had been in contact with the Russian intelligence officer.
The SSU informed him that he is suspected of a completed attempt to carry out a terrorist attack. The man is in custody without the right to bail. He faces up to 12 years’ imprisonment with confiscation of property.
The issue of whether to additionally classify the detainee’s offences as high treason is also being considered.
