Lubinets explained what TCR staff are and are not permitted to do

Dmytro Lubinets, the Verkhovna Rada’s Human Rights Commissioner, has explained what staff at regional recruitment and social support centres are permitted to do during mobilisation, and what actions are prohibited for them.
According to Censor.NET, the Ombudsman wrote about this on his Telegram channel.
What TCR staff are permitted to do
According to Lubinets, during mobilisation, staff at TCR and SS have the right to:
- to check military registration documents;
- to serve summonses and other documents in accordance with the law;
- refer people to the military medical commission;
- maintain military registration records;
At the same time, the Ombudsman emphasised that whilst carrying out their duties, TCR staff must act within the law.
What actions are prohibited for the TCR
Lubinets noted that TCR staff are prohibited from:
- to use physical force or threats;
- confiscate a telephone, documents or other personal belongings;
- to disregard a deferment or a person’s state of health;
- detain citizens at the Military Registration and Enlistment Centre without lawful grounds.
"I have emphasised on numerous occasions: the legacy of the previous leadership of the Ministry of Defence must not be repeated. Violations of rights during mobilisation are also the responsibility of the new Commander-in-Chief," stated Lubinets.
It was previously reported that in the Prykarpattia region, the head of a Territorial Recruitment Centre had fictitiously ‘mobilised’ men to meet a quota: he and his deputy were taken into custody.
