Ukraine and US to discuss new "comprehensive plan" to end war with Russia – NBC News

Ukrainian negotiators traveling to the United States for a new round of talks on ending the war with Russia will discuss a new comprehensive plan intended to help break the current "deadlock" in the conflict.

A senior US administration official told NBC News, Censor.NET reports.

What is known?

The talks will begin on Friday, October 9, in Miami. They will be led by US presidential special envoy Steve Witkoff and Donald Trump's son-in-law Jared Kushner.

The talks will focus on "a new unified proposal that covers all aspects of the conflict and aims to end the war," a senior Trump administration official said.

Ukrainian President Volodymyr Zelenskyy previously said that a Ukrainian delegation would travel to the US for two days of talks. Zelenskyy acknowledged that the negotiations could enter a new phase.

"We see the United States of America stepping up talks and meetings. I myself have spoken with the American side three times in recent days, and I hope for a good outcome from our negotiators' meeting," he said the previous day.

US diplomatic efforts to end the war intensified last month, when Witkoff and Kushner visited Moscow and subsequently made their first visit to Kyiv. No significant breakthroughs were reported following these visits.

Trump's instructions

As Axios reported, Witkoff and Kushner met with President Donald Trump on Thursday, October 8, to present the US proposal and receive his instructions ahead of talks with the Ukrainian delegation.

One idea is a partial truce that would halt attacks on energy infrastructure and grain shipments. While Ukraine has said it is ready to take this step, Russia has shown little willingness.

Talks between Ukraine and the US

  • On October 8, President Volodymyr Zelenskyy announced that Ukrainian negotiators would hold meetings in the US on October 9 and 10. Strengthening air defenses will be one of the topics of the talks.
  • Later, Head of the Presidential Office Kyrylo Budanov said he was traveling to the United States with the team.
  • In addition to Budanov, Ukraine will be represented by Foreign Intelligence Service Head Rustem Umierov, Deputy Head of the Presidential Office Serhii Kyslytsia and Servant of the People parliamentary faction leader Davyd Arakhamiia. National security advisers from the United Kingdom, France and Germany, as well as NATO and EU officials, will take part in the talks.
