Zelenskyy: Kyiv’s resilience plan implementation lags behind border and frontline regions

Zelenskyy seeks changes as Kyiv lags on resilience plan

President Volodymyr Zelenskyy said that, as of mid-October, Kyiv’s progress in implementing resilience plans was lower than in all other regions, including frontline and border regions.

He reported this on social media, according to Censor.NET.

Lowest levels of readiness

"Yesterday, the Supreme Commander-in-Chief’s Staff heard reports on the implementation of resilience plans for cities and regions. As of mid-October, virtually the entire country, even border and frontline regions, is further along in implementing resilience plans than Kyiv. And Kyiv residents certainly feel this when even individual Shahed strikes cause power and water outages across a significant part of the capital," the head of state said.

Consultations on changes in the capital

He said that today, October 13, he had begun consultations on urgent security and management measures to improve the situation in the city, accelerate the implementation of Kyiv’s resilience plan and ensure greater support for residents.

"I spoke with representatives of the security sector, business and local government, including Vasyl Maliuk, Ivan Fedorov, Ihor Terekhov, Kostiantyn Yefymenko and Maksym Yefimov. There are substantial proposals, and I am grateful for them. I will hold further consultations, and more meetings are planned," Zelenskyy said.

Review of the governance system

The president stressed that "there must be a readiness to act as swiftly as possible, respond to every security challenge and ensure that agreed decisions are implemented."

"I am grateful to all communities and business leaders for their willingness to support the capital. Protecting energy facilities and critical infrastructure in Kyiv, carrying out tasks together with the government and the military, understanding people’s needs and making rational changes to how Kyiv is governed – we are preparing decisions," the president added.
