"Bashneft-Novoyl" is a key component of the Ufa oil refining complex, which produces Euro 6-compliant petrol, diesel fuel, aviation kerosene and industrial oils.

The company "Bashneft" (owned by PJSC "Rosneft") operates three large oil refineries in Ufa’s Northern Industrial Zone, located practically right next to one another: "Bashneft-Ufaneftekhim", "Bashneft-Novoyl" and "Bashneft-UNPZ". Together, they form the Ufa Oil Refining Complex – one of the largest in Russia. Its total capacity amounts to 23.5 million tonnes of feedstock per year. Previously, on 21 September 2026, a fire was reported in the industrial zone of Ufa, where several oil refineries are located.

Key unit hit

The L-35 catalytic reforming unit is likely on fire following the attack on the ‘Bashneft-Novoyl’ oil refinery, suggested an ASTRA OSINT analyst after analysing eyewitness photos.

The L-35 catalytic reforming unit is a key element in the production chain of any large oil refinery. It is responsible for producing the high-octane component of motor petrol – reformate – and the hydrogen required for the purification of motor fuels. Without the stable operation of this unit, the plant is technically unable to produce modern, environmentally friendly fuels.
