On the morning of Saturday, 31 October, the enemy attacked civilian infrastructure in the Kovpakivskyi and Zarichnyi districts of Sumy.
This was reported on a Telegram channel by Serhii Kryvosheyenko, head of the Sumy Regional Military Administration, according to Censor.NET.

As noted, as a result of strikes by rocket-powered UAVs and FPV drones, several impact sites were recorded on the fibre-optic cable in the industrial zone, and a large vehicle was hit.
