Ukraine still does not know how U.S. will spend $400 million in military aid, - Chargé d’Affaires Senik

Ukraine has not yet received information from the United States regarding the use of $400 million in military aid provided under the Ukraine Security Assistance Initiative (USAI). Kyiv does not know which specific contracts have been signed or for what purposes the funding will be allocated.
This was reported by Denys Senik, Ukraine’s Chargé d’Affaires in the U.S., in a comment to Suspilne, according to Censor.NET.
According to the diplomat, the Ukrainian side repeatedly sought clarification from the U.S. Department of Defense and NATO representatives in Wiesbaden, Germany, but received no response.
"We have no confirmation from the U.S. side or from NATO—specifically, from NSATU in Wiesbaden—regarding the location of the funds, which contracts have already been signed or will be signed, or exactly what these funds will be used for," Senik noted.
The diplomat emphasized that $400 million could meet a number of critical needs of the Ukrainian Armed Forces, including the procurement of ammunition, logistical support, and maintenance of the F-16 fighter jets.
"That's a significant amount. We would very much like to get answers to our questions and an understanding of when and exactly how these funds will be used," he added.
What Is known about funding
On September 30, 2026, it was reported that the Pentagon had contracted nearly all of the $400 million in aid to Ukraine allocated by the U.S. Congress. This occurred one day before the end of the U.S. fiscal year.
At the same time, according to Senik, the Ukrainian side still has no confirmed information about specific contracts or the allocation of funds.
Earlier, President Volodymyr Zelenskyy also stated that he expects U.S. Secretary of Defense Pete Hegseth to approve the transfer of additional interceptor missiles to Ukraine. According to the president, in 2026, Ukraine received an average of only 12 missiles per month for its Patriot systems.
