Autostrada halted construction of ’Kyivvodokanal’ protection project following order from Ivan Fedorov, – Shkil

Shkil accused Fedorov of halting the protection of Kyivvodokanal

Maksym Shkil, founder of Autostrada, has announced that work on protecting Kyivvodokanal’s facilities has been forced to cease. According to him, this followed an order from Ivan Fedorov, head of the Recovery Agency.

Shkil wrote about this on social media, reports Censor.NET.

Sudden order to halt the project

According to him, in October 2026, Autostrada received an urgent task from the head of the Recovery Agency to begin work on protecting Kyivvodokanal’s facilities.

"We assumed all legal risks by commencing work immediately – without contracts and without confirmed funding for the projects. To fulfil the task set, specialist experts from Autostrada’s design institute were immediately brought in to develop priority design solutions; geological and geodetic surveys were commenced; and production units were urgently mobilised," said Shkil.

However, as early as 4 November, the following instructions were received from the client: "According to a verbal instruction from Inna Vnukova, First Deputy Head of the Recovery Agency, ‘Autostrada’ must halt work on the aforementioned projects."

As Shkil explained, the following day, 5 November, Autostrada’s management, during a face-to-face meeting with Fedorov, sought clarification on whether to continue work on the projects to protect Kyiv’s water supply.

"The question was answered with a ‘no’ on the grounds that ‘there is tension in relations with the company Avtostrada’," said the company’s founder.

Consequently, from 5 November, Autostrada "suspended work on the projects, withdrew staff from the sites and focused on carrying out those projects for which the clients do not approve of haphazard decisions".

Contracts worth billions for ‘their own people’

Shkil suggested that the halt in construction could be linked to plans to transfer the contracts to other companies.

"I wouldn’t be surprised if Ivan Fedorov has plans to have these projects carried out by companies which, prior to his appointment as head of the Zaporizhzhia Regional State Administration, lacked the capacity, staff, machinery, experience and equipment, but which, since his appointment, have secured contracts worth over 10 billion. Furthermore, since Ivan Fedorov’s appointment, these companies have secured contracts worth over 2 billion hryvnias within the Recovery Agency’s system. That is all one needs to know about the standard of management and Ivan Fedorov’s implementation of the direct instructions from the country’s President, Volodymyr Zelenskyy, regarding the protection of critical infrastructure," Shkil added.
