Based on published footage, OSINT analyst ASTRA determined that the Saratov oil refinery was on fire.
What is known about the Saratov Oil Refinery
The Saratov Oil Refinery is owned by Rosneft and is one of Russia’s oldest oil refineries.
In 2023, the plant’s crude oil processing volume stood at 4.8 million tonnes. The facility’s design capacity is approximately 7 million tonnes of crude oil per year. This represents roughly 2–3 per cent of the Russian oil refining industry’s total capacity.
The Saratov Oil Refinery is of strategic importance not only for the civilian fuel market.
The plant produces:
-
diesel fuel, essential for the operation of military equipment;
-
aviation fuel;
-
petrol for motor vehicles;
-
lubricants.
The refinery also supplies fuel to the logistics networks of the Volga region. Therefore, damage to its production facilities could create additional problems for Russian fuel logistics.
The plant has repeatedly been targeted by Ukrainian drones.
In particular, in 2026, attacks were reported in May, July, August and September. Some of the strikes led to fires and production stoppages.
In September 2026, Reuters reported that the plant had once again been forced to suspend operations following damage.
