Arina Litvinova, a judge of the now liquidated Kyiv District Administrative Court, who has a current status as a judge, is a citizen of the Russian Federation.

This is evidenced by an extract from the Rospasport automated system, which is available to journalists of the Schemes project, Censor.NET reports citing Radio Liberty.

According to an extract from Rospasport for December 2022, Arina Litvinova became a citizen of the Russian Federation on July 22, 2002, and the passport itself was issued on July 24. The reason for acquiring citizenship was the replacement of a passport of a citizen of the USSR.

In the 2008 leaks from the Yekaterinburg residents' databases, Schemes (Skhemy) found information about Arina Litvinova, a Russian citizen with the same date of birth as the Ukrainian judge, and her Russian passport details. It also contains her place of registration in Yekaterinburg, which coincides with the one indicated in the extract from the Rospasport system, which also contains her photo.

According to the Gosuslugi portal, which provides information on the validity of documents, as of April 2024, Arina Litvinova's Russian passport was listed as invalid because she did not replace it with a new one upon reaching her 45th birthday in 2022. However, not obtaining new documents does not mean the loss of Russian citizenship - the procedure for officially renouncing it, according to the Federal Law of the Russian Federation "On Citizenship of the Russian Federation," provides for a separate procedure with an appeal to the Russian authorities.

On the website of the High Qualification Commission of Judges, journalists found a questionnaire filled out by Judge Litvinova in 2018, when she was undergoing a qualification assessment. When asked whether she had citizenship of another state, Litvinova answered: "No".

"Schemes (Skhemy) also drew attention to the similarity of the signature in the form 1P for a Russian passport in the name of Arina Litvinova with the signatures contained in the judge's file.

When asked by Schemes (Skhemy) about her Russian citizenship, Arina Litvinova gave a short answer: "This is some kind of provocation" and hung up. The judge did not respond to further phone calls and messages.

On 13 December 2022, the Verkhovna Rada voted to liquidate the Kyiv District Administrative Court, and on the evening of the same day, President Zelenskyy signed the relevant law. However, according to the Constitution, liquidation of the court where a judge works is not a ground for dismissal of that judge. Therefore, all 51 KDAC judges, including Arina Litvinova, continue to receive judicial remuneration. According to the judge's declaration for 2023, when she was not administering justice, Litvinova received UAH 1 million 629 thousand in salary.
