As noted, among the defendants in the case is a former deputy chief of staff of one of the commands of the Armed Forces of Ukraine. Using his connections and official position, he influenced the adoption of illegal decisions on the transfer of military personnel. Officials of the Armed Forces of Ukraine at various levels were involved in the deal, and the cost of such a service was on average USD 8,000.

The scheme worked according to a well-developed mechanism, and its participants took measures of secrecy. However, law enforcement officers managed to document their activities.

The four organisers were served a notice of suspicion under Articles 28 (part 2) and 369-2 (part 3) of the Criminal Code of Ukraine - abuse of influence by prior conspiracy. The sanction provides for up to eight years in prison with confiscation of property.
