As noted, the perpetrators promised men who wished to evade mobilisation to receive a reservation from military service through employment in regional institutions such as the State Emergency Service and Ukrspetssvyaz.

The offenders demanded USD 2,500 for fictitious employment with the SES, and USD 12,000 for work with Ukrspetssvyaz. The clients were promised a guaranteed reservation from mobilisation and a stable salary.

As it turned out, the woman offered the local resident to influence officials for "employment", but after receiving the money, she did not fulfil her promises and instead provided a certificate of a fictitious NGO. Later, she handed the "client" over to her accomplice, who, pretending to be a representative of an NGO, promised to resolve the issue with the military exemption through Ukrspetssvyaz.

The criminals were detained during the money transfer. During the searches, documents, draft records and other evidence of illegal activity were seized. The man and the woman were served a notice of suspicion under Article 369-2 of the Criminal Code of Ukraine (Abuse of Influence), which provides for up to 8 years in prison.
