On the night of Sunday, 9 November 2025, residents of Voronezh, Russia, complained of numerous explosions during a declared missile threat.
This was reported by Censor.NET with reference to the ASTRA Telegram channel.
They also reported power outages.
Local thermal power plant likely attacked
Information also appeared in several local chat rooms that the thermal power plant had been attacked and was on fire.
"The moment of the attack was captured on video by an eyewitness. ASTRA geolocated the footage. The video was shot from the Aviabudivnyk embankment. The distance from the shooting point to the thermal power plant is 1.3 km. According to ASTRA's analysis, the Voronezh Thermal Power Plant-1 was attacked in the video. The station is located in the city of Voronezh, at 2 Lebedeva Street," according to ASTRA's OSINT analysis.

Voronezh TPP-1 is the largest supplier of thermal energy to residential buildings, as well as to more than a thousand enterprises in the city, including the largest Voronezh plant, Voronezhsintezkauchuk.
Local authorities have not officially confirmed the attack on the thermal power plant.
