In the Odesa region, law enforcement officers have uncovered a scheme to embezzle public funds earmarked for state support of the livestock sector.

According to Censor.NET, this information comes from the State Bureau of Investigations.

What the investigation found

According to the SBI, in 2025, the acting head of the district state veterinary hospital of the State Service for Food Safety and Consumer Protection entered false data on livestock numbers into the register.

According to the investigation, she enlisted the help of a farmer she knew, who sought out front men.

Fictitious documents regarding animal husbandry were drawn up in their names, and applications were submitted to receive state subsidies.

How much money was received

According to the investigation, over two years the scheme’s participants received more than 20 million hryvnias.

During searches, law enforcement officers seized thousands of identification tags and documents containing false information.

What charges have been brought

The organiser of the scheme and a farmer have been notified of charges under articles relating to abuse of office and entering false information into documents.

Four other participants are suspected of fraud.

The offences carry a maximum sentence of eight years’ imprisonment.

The issue of preventive measures is currently being decided.
