"The dictator's proposal to form an anti-Western bloc during Xi's visit to Moscow was not received positively, as he refused to include China in the geopolitical conflict that Putin envisioned with the West," ISW notes.

It also suggests that the Kremlin has decided to publish a new Foreign Policy Concept on the eve of the UN Security Council presidency, which will create informational conditions "for future rhetorical efforts at the UN aimed at forming an anti-Western coalition."
