"Exactly how much and in what places will depend on the developments on the ground when the Ukrainians launch their counteroffensive. But we believe it will be successful," Sullivan said.
According to him, the developments on the battlefield will have a "big impact" on any future negotiations.
"But I will say this: President Zelensky himself has said that this war will ultimately end diplomatically," Sullivan said.
