Cabinet of Ministers introduced draft law on mobilization (updated)

The Cabinet of Ministers registered in the Rada a draft law on "improving certain issues of mobilisation, military registration and military service".
This was announced by the government's representative in the Verkhovna Rada, Taras Melnychuk, Censor.NET reports.
"The Cabinet of Ministers of Ukraine, as the subject of the legislative initiative, registered the draft law in the Verkhovna Rada of Ukraine:
The Draft Law "On Amendments to Certain Legislative Acts of Ukraine on Improving Certain Issues of Mobilisation, Military Registration and Military Service" (Reg. No. 10378)," the statement said.
The Cabinet of Ministers also registered a draft law "On Amendments to the Code of Ukraine on Administrative Offences and the Criminal Code of Ukraine on Strengthening Liability for Military Offences" (Reg. No. 10379).
The journalists of "Hromadske" reported that the draft law card became unavailable for viewing on the Verkhovna Rada website in a few minutes. But they managed to download the explanatory note.
Thus, the draft law proposes that a summons to the territorial recruitment and social support centre may be sent to a citizen through the electronic office of a conscript, person liable for military service and reservist or by e-mail.
The government also suggests that the draft notice may be delivered to a citizen in person:
in the premises of the military enlistment office by its representatives;
at the place of residence (stay) by representatives of the TCC or police officers;
at the place of work by the military registration and enlistment office staff, employer or police officer;
in public places by representatives of the CCC or police officers.
Changes to the conscription age and liability for evasion
The government proposes to change the conscription age from 27 to 25 years. It also proposes to restrict the rights of citizens who evade military registration and military service. The Cabinet also wants to improve the procedure for military registration of conscripts, persons liable for military service and reservists.
The explanatory note also refers to
Enabling servicemen released from captivity to rest and recuperate by granting them additional leave with pay for 90 calendar days;
the exclusion of regular military service as a type of military service. Thus, all servicemen in regular military service are proposed to be discharged into the reserve;
establishing that persons liable for military service during mobilisation are not subject to call-up for military service for two years from the date of discharge from military service who served during the legal regime of martial law and were discharged from military service in the reserve. Such persons may be called up for military service during this period upon their consent;
exclusion of the conclusion on limited fitness for military service from the list of conclusions of military medical commissions;
introduction of basic general military training for citizens of Ukraine for up to 3 months for all citizens aged 18 to 25 years at all educational institutions;
introduction of optional basic military service up to the age of 25 for those who have not completed basic military training;
Involvement of administrative service centres, employment centres and recruitment centres in military recruitment activities.
The draft law proposes that a summons to the territorial recruitment and social support centre may be sent to a citizen through the electronic office of a conscript, person liable for military service and reservist or by e-mail.
The explanatory note states that the draft law should create conditions for "proper manning of combat units during the repulsion of armed aggression against Ukraine".
The authors of the draft law expect that, if adopted, it will improve the process of manning the Armed Forces of Ukraine and other military formations during mobilisation.
The draft law is currently to be considered by the Rada. Thus, the proposals can be changed.
