Representatives of the Territorial Centres for Recruitment and Social Support cannot detain Ukrainian citizens on the streets.

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, said this in an interview with Suspilne TV, Censor.NET reports.

"They cannot walk the streets and physically detain Ukrainian citizens using physical force. They cannot. This is nonsense. Who will benefit from this? The army? No. Citizens of Ukraine who are afraid to go out? No," the ombudsman said.

According to Lubinets, an example of the correct behavior of the TCRSSs in conditions, when they have a list of persons evading mobilization, is the actions of the TCRSSs in the Poltava region, where the military appealed to the National Police with lists of persons who were supposed to report to the TCRSSs but did not do so.

"And if it is necessary to conduct so-called raids, then representatives of the National Police must be included in this group. They are the ones who check the documents. After that, they provide information to the TCRSSs staff to check whether such a citizen of Ukraine is in the register of persons liable for military service or not," Lubinets explained. He noted that it is the National Police officers who "have the right to stop people, check documents, make decisions, and voice some legal demands."
