Bykov headed Center for Strategic Communications

The Ministry of Culture and Strategic Communications renamed the Scientific Centre for Tourism Development into the Centre for Strategic Communications and Information Security. Political consultant Serhiy Bykov, who previously supported former traitor MP and Putin's godfather Viktor Medvedchuk, was appointed acting director.

This was reported by Censor.NET with reference to Order No. 884 on the website of the ICPC and Detector Media.

For example, by Order No. 884 of 6 December, the Ministry of Culture renamed the Scientific Centre for Tourism Development into the State Institution Centre for Strategic Communications and Information Security.

Political consultant Serhiy Bykov, who until November this year worked as Deputy Head of the Strategic Planning and Communications Department and Head of the Public Relations and Media Department at the Ministry of Youth and Sports, was appointed acting director of the Centre.

"One of the first steps is to audit the Centre's work for the previous period. The general direction of the Centre's work does not change, it is determined by our strategy: we must ultimately form an effective "one voice" policy so that everyone understands what the government is doing, why the government is doing something, so that the government is understandable to people, civil society, and open - this is the main goal of the Centre's work. And we will continue the existing projects that the Centre is implementing now," Bykov told Detector Media.

According toDetector Media, Serhiy Bykov - - is a political scientist and political consultant, since 2015 he has been featured in the media as the head of the Institute for Public Policy and Consulting INPOLIT, and in 2017, together with his then-wife Anne Bykova, he founded an NGO with the same name.

In September 2022, he announced that he no longer cooperated with INPOLIT, and now the NGO appears in the media mainly as an organizer of events of the so-called "ZeMolodizhka", a youth movement announced by Oleksandr Kornienko in 2021. In 2020, as he noted in a comment to Detector Media, Bykov was a volunteer communications consultant to the Presidential Office. Most recently, Bykov worked as a communicator for the Ministry of Youth and Sports.
