European Union leaders say that Russian assets will remain immovable until Russia's war against Ukraine is stopped and the damage is compensated.

This is stated in the conclusions of the European Council meeting, approved by EU leaders on Ukraine in Brussels, Censor.NET reports citing Interfax-Ukraine.

"The European Union is still ready to increase pressure on Russia, in particular by adopting additional sanctions. In accordance with EU law, Russia's assets must remain immobilized until Russia ends its aggressive war against Ukraine and compensates Ukraine for the damage caused by this war," the document says.

EU leaders noted that efforts to further limit Russia's ability to wage war should continue. In this regard, they welcomed the adoption of the 15th package of sanctions against Russia, which also includes measures against the "shadow fleet".

In addition, the EU leaders reiterated their call for full and effective enforcement of sanctions and for further means and measures to counteract their circumvention, in particular through third countries.

The European Council also strongly condemned Russia's intensified and deliberate campaign against Ukraine's energy and other civilian infrastructure, which "aims to turn the beginning of winter into a weapon." "It calls for increased material support and accelerated delivery to help Ukraine keep its electricity infrastructure operational. In this context, the European Council commends Member States, in particular Ukraine's neighbors, for their electricity exports to Ukraine and emphasizes the need to further increase these exports. It also calls for the further integration of the energy systems of Ukraine and the Republic of Moldova with the Union's energy network as a priority," the document says.
