Ministry of Health refutes fake reports about alleged mobilization of people with disabilities from January 1

The Ministry of Health has refuted the information about the alleged mobilization of people with disabilities from January 1.

"In recent days, false information has been spreading online that from January 1, people with disabilities will be mobilized because the MSECs have been liquidated, and instead special commissions will cancel the previously obtained statuses... The information that all men with disabilities aged 25-60 must undergo a re-examination to establish disability is not true," the Ministry of Health emphasizes.
The report says that persons belonging to this category will be re-examined only if they were supposed to undergo it during 2022-2024 but could not for valid reasons and in accordance with the exceptions in the legislation for the period of martial law.
The Ministry of Healthcare explains that both the MSEC and the expert teams of practitioners that will replace them from January 1, 2025, establish or cancel disability solely on the basis of the grounds and criteria defined in the law.
All people with disability status continue to receive benefits, services, assistance and, in particular, a deferral from mobilization, based on the MSEC conclusion during its validity period.
The only exceptions are unlawful decisions to establish disability, in respect of which criminal cases have been opened and facts have been established.
At the same time, everyone who has limitations in daily functioning, i.e., legal grounds for disability status, will be assessed by an expert team of medical practitioners within the prescribed time frame. If a disability is established for an indefinite period, it is not necessary to undergo an assessment, only voluntarily: all benefits, guarantees and payments remain in force.
If a person was supposed to undergo a second examination in 2022-2024 but was unable to do so for valid reasons and in accordance with the exceptions in the legislation for the period of martial law, he or she will have to undergo it: men aged 25-60 with disability group 2 or 3 - by November 1, 2025; all other patients (except for the cases listed below) - by April 1, 2026.
"Re-examination is not possible if people are in the territories where hostilities are taking place or in the temporarily occupied territories; for patients with severe disabilities (no limb or one of the paired organs, no hearing or sight, cancer or mental illness). For active servicemen of the Armed Forces of Ukraine and other military formations, the disability status remains valid for the period of military service and for 60 days from the date of discharge from service," the statement said.
