Shabunin: Notary from Yermak’s NGO "took over" DPA at Umierov’s request
A notary from an NGO founded by the head of the OP Andrii Yermak helped to "take over" the DPA.
This was announced on Facebook by the head of the AntAC Vitalii Shabunin, Censor.NET reports.
He reminded that the decision of the Supervisory Board of the DPA of January 23, 2025, to extend the contract with Bezrukova (for a year) is legitimate, not canceled or even appealed.
On January 24, Minister Umierov issued an order to remove Taras Chmut and Yurii Dzhyhyr from the Supervisory Board of the DPA and on the same day launched an internal investigation against Bezrukova.
"During which:
1) Temporarily suspends Bezrukova from performing her duties: I emphasize that she is suspended, not fired.
2) Temporarily entrusts Arsen Zhumadilov with the duties of the director of the DPA.
On 25.01.25, a notary (Andrii Lihun), based on documents submitted by the Ministry of Defense, changes the data in the state register, indicating Zhumadilov as the head of the DPA.
The attached document shows both the registrar (Lihun) and Zhumadilov as the head, and the absence of Bezrukova. With these changes in the register, Umierov is convincing everyone that Zhumadilov is the new legitimate head, and there is nothing to scandalize," Shabunin said.
However, the AntAC chairman emphasized that at the time these changes were made to the register, and now, Bezrukova was the director of the healthcare facility, and it was her name that should have been in the register, but it was deleted.
"If a person is temporarily performing duties, like Zhumadilov at the DPA it is literally indicated in the register. As, for example, with the acting head of the State Enterprise National Information Systems, or with the acting head of NPC Ukrenergo. Again, Umierov did not dismiss Bezrukova by his own order, but only temporarily suspended her, and for the duration of this suspension, he temporarily assigned duties to Zhumadilov.
And now the most interesting part. Who is this notary, Lihun Andrii Ivanovych, who, for the sake of appointing Zhumadilov as the head of the DPA, is committing an obvious violation of the law.
On the website of the Notary Chamber of Ukraine (in Kyiv), the biographical information of Lihun Andrii Ivanovych reads: "volunteer of the NGO Union of TV and Film Industry". I would like to remind you that the founder of the NGO "Union of TV and Film Industry" is Andrii Yermak, the Head of the Office of the President of Ukraine," he summarized.
Earlier, the Supervisory Board of the Defense Procurement Agency of the Ministry of Defense signed an additional agreement to the contract with the current director of the Defense Procurement Agency for a period of 1 year.
However, later, the Minister of Defense of Ukraine Rustem Umierov stated that the Defense Procurement Agency had failed in its work over the past six months and announced the dismissal of his deputy Dmytro Klimenkov and the change of the Defense Procurement Agency's management.
Subsequently, Arsen Zhumadilov, head of the State Operator For Non-Lethal Acquisition, confirmed that he would take the second position - head of the Defense Procurement Agency.
At the same time, on Friday, January 24, Maryna Bezrukova said that she remained the current head of the Defense Procurement Agency, despite the Ministry of Defense's refusal to extend her contract.
