Deal proposed by US to Zelenskyy provided for economic colonization of Ukraine – Telegraph

According to the agreement that US Treasury Secretary Scott Bessent presented to President Volodymyr Zelenskyy, Ukraine would have to transfer not only rare earth minerals but also ports, infrastructure, and most resources, including oil and gas, to US control.

According to Censor.NET, The Telegraph reports this with reference to a document dated February 7, 2025.

The document states that the United States should receive 50% of Ukraine's revenues from the extraction of its own resources. In addition, if Ukraine issued new licenses for the use of resources to "third parties," then half of the income from these licenses would also belong to the United States. They would have to be seized in favor of the United States.

Also, the United States and Ukraine would have to form a joint investment fund to ensure that "hostile parties to the conflict do not benefit from Ukraine's recovery." This fund would have the exclusive right to set the terms, conditions, timing, and selection criteria for all future licenses and projects for Ukrainian resources.

According to the newspaper, this would give Washington almost complete control over most of Ukraine's commodity economy. If Ukraine had agreed to Trump's demands, they would have amounted to a larger share of Ukraine's GDP and would have been larger than the reparations imposed on Germany after World War II, the journalists believe.

They assume that the Ukrainian president did not expect to receive a draft agreement with conditions that are usually imposed on aggressor states after defeat in a war.

Earlier, White House National Security Council spokesman Brian Hughes said that the decision of Ukrainian President Volodymyr Zelenskyy not to sign the proposed agreement on granting the United States access to rare earth minerals in Ukraine was "short-sighted."

Earlier, President Zelensky said that the agreement with the United States on minerals would be signed at the ministerial level when it is ready and subject to guarantees. Currently, this document is not ready to protect Ukraine's interest.
