Unauthorized access to Ukraine’s Unified Register of Court Decisions: HACC sets ₴10 million bail for Borzykh

The High Anti-Corruption Court (HACC) has partially granted the prosecutor's request and set bail of ₴10 million for lawyer Dmytro Borzykh, who is suspected of unauthorized access to the Unified State Register of Court Decisions.
As reported by Censor.NET, this was announced by the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
"On April 7, 2025, a HACC investigating judge partially upheld the motion filed by NABU detectives and approved by a SAPO prosecutor. The court applied a preventive measure in the form of bail of ₴10 million to a Kyiv-based lawyer, Dmytro Boryskh, who is believed to be the organizer of the scheme," the statement reads.
Borzykh has also been placed under several procedural obligations, including wearing an electronic monitoring device.
What was the scheme?
According to the investigation, a group of lawyers used specialized software, including a custom-built chatbot, to gain unauthorized access to the restricted (non-public) section of the court decisions register. They allegedly did so using the login and password of a judge from one of Kyiv’s courts.
This access allowed them to monitor, in real time, information about planned searches and court motions submitted by law enforcement, as well as to view full, unredacted texts of court rulings.
The pre-trial investigation is ongoing, with additional suspects and episodes being identified.
According to the Anti-Corruption Action Center, Boryskh is considered the key organizer behind the scheme.
Earlier, NABU and SAPO formally notified two lawyers and the de facto head of a law firm of suspicion in connection with this case.
