Ukraine sets mandatory English proficiency levels for civil servants and educators – MES

Mandatory English language proficiency requirements have been introduced in Ukraine for applicants to certain positions in public administration, education, and science.
This was reported by the Ministry of Education and Science (MES), Censor.NET informs.
According to the government’s decision, candidates for Category A civil service positions, as well as heads of local state administrations and their deputies, must have a level of at least B1 under the CEFR scale.
Requirements for the education sector
For heads of state research institutions and higher education institutions, a higher level has been set — at least B2.
At the same time, for some Category B and C civil service positions, as well as for certain roles in education and science, a differentiated approach will be applied — the required level will depend on the specific job functions.
Alternative to English
In some cases, knowledge of another official EU language may be taken into account for candidates in education and science. If such language proficiency is confirmed at a level not lower than B2, the requirement for English may be reduced to B1.
When the rules will take effect
The Ministry of Education and Science emphasizes that the new rules do not apply to all employees, but only to applicants for positions specified by law.
The requirements will come into force several years after the termination or cancellation of martial law in Ukraine.
